چکیده:
بحران آب در کشور ما ایران نزدیک دو دهه است که تبدیل به مسئله ای مهم برای مردم و سیاستمداران کشور شده است و در چند سال اخیر یکی از موضوعات همیشه مطرح در رسانه ها است. ایران به دلیل قرار گیری در کمربند خشک ونیمه خشک، منابع آبی کم و نزولات جوی کمی دارد. این مسئله کمی آب با توجه به رشد جمعیت و توسعه کشاورزی، شرب و صنعت باید بوسیله مدیریت منابع آب از روشهای متنوع جبران شود. دولت در قبال این موضوع مهمترین نقش را با توجه به بزرگی آن در ایران دارد که باید سیاستگذاری مناسبی را در جهت مدیریت آب انجام دهد. ولی در حال حاضر ما شاهدیم که بحران آب یکی از اولویتهای اصلی سیاست سازان کشور نیست و نبود برنامه مدون و موازی کاری سازمانهای مختلف در زمینه آب باعث بدتر شدن وضعیت منابع آبی کشور شده است.سوال اصلی مقاله عبارت است از اینکه سیاستگذاری آب در ایران از سال 1380 به بعد چگونه بوده است؟ بر اساس این سوال فرضیه ما این است که بحران آب در سیاستگذاری کلان کشور اولویت نداشته و این امر باعث عدم برنامه ریزی مشخص برای مواجهه با بحران شده است و برنامه های موجود نیز به علت موازی کاری و عدم همکاری نهادها و سازمانهای متولی امر آب به سرانجام خاصی نرسیده است.
The water crisis in our country for nearly two decades has become an important issue for the people and politicians and is one of the issues that always been raised in the media. Due to the presence of dry and semi-arid belt in Iran, there are few water resources and low rainfall. The issue of water scarcity, due to population growth and the development of agriculture, drinking and industry, should be offset by water resource management through a variety of methods. The government has the most important role in this regard due to its large size in Iran, which needs to have a good policy for water management. But at the moment we see that the water crisis is not one of the main priorities of the politicians and the lack of a programmed and parallel work of various organizations in this field has worsened the state of the country's water resources.The main question of the article is that what has been the policy of water in Iran since 2001? Based on this question, our hypothesis is that the water crisis in the country's macro policy has not been prioritized, which has led to a lack of specific planning to deal with the crisis, and existing programs are also due to parallel work and the lack of cooperation between responsible institutions and organizations for water has not come to a definite end.
