چکیده:
توسعه و بهبود کسب و کارها و اشتغال زنان در بخش مشاغل خانگی، یکی از مهم ترین و مؤثرترین راهکارهای بهبود وضعیت اقتصادی، اجتماعی جامعه است؛ زیرا با وجود محدودیت های متعدد و سیاست ها و قوانین موجود، راه اندازی کسب و کارهای خانگی و اشتغال زنان در این بخش بسیار دشوار می باشد. هدف این پژوهش شناخت جامعه شناختی اشتغال زنان بر توسعه اجتماعی ایران در پرتو قوانین، مقررات و سیاست گذاری های وزارت تعاون، کار و امور اجتماعی بوده که در این راستا روش پژوهش کیفی تحلیل مضمون ابتدا به بررسی قوانین و مقررات موجود در کشور در حمایت از توسعه مشاغل خانگی و اشتغال زنان در این زمینه پرداخته شد و 30 مصاحبه عمیق با صاحبان مشاغل خانگی انجام شد و پس از تجزیه و تحلیل داده ها و قوانین و مصاحبه ها، مسائل و نیازهای صاحبان مشاغل و متقاضیان مشاغل مطرح گردیدند که عبارتند از: تبعیض جنسیتی، محدودیت های قانونی، ساعات کاری زیاد، تداخل با وظایف خانوادگی، مقررات دست و پا گیر، نارضایتی بیمه های اجتماعی، به روز نبودن آموزش ها و تمایل به شیوه های آموزش استادی-شاگردی، عدم نظارت بر اجرای قوانین، ضعف در بازاریابی، کافی نبودن تسهیلات بانکی، عدم ثبات اقتصادی و نرخ بالای رشد تورم، محدودیت در دسترسی به فضای مجازی و نارضایتی از بازارچه های شهرداری می باشد. در پایان تحقیق نیز راهکارهای مفیدی برای اشتغال زنان در جهت توسعه اجتماعی کشور پیشنهاد شده است.
Development and improvement of businesses and women's employment in the home-based sector is one of the most important and effective ways to improve the economic and social situation of society; Because despite the many restrictions and existing policies and laws, it is very difficult to start a home-based business and employ women in this sector. The purpose of this study was to understand the sociology of women's employment on social development in Iran in the light of laws, regulations and policies of the Ministry of Cooperatives, Labor and Social Affairs. The country was supported in the development of home-based businesses and women's employment in this field, and 30 in-depth interviews were conducted with home-based business owners, and after analyzing data and laws and interviews, issues and needs of business owners and job applicants were raised. These include: gender discrimination, legal restrictions, long working hours, interference with family duties, cumbersome regulations, social insurance dissatisfaction, lack of up-to-date training and a desire for teacher-student training methods, Lack of monitoring of law enforcement, weak marketing, insufficient banking facilities, economic instability and high inflation rates, restrictions on access to cyberspace and dissatisfaction with municipal markets. At the end of the research, useful strategies for women's employment for the social development of the country are suggested.
