چکیده:
پس از جنگ تحمیلی بخشی از سیاست های جمهوری اسلامی ایران معطوف به جبران خسارت و کاهش آسیب های ناشی از جنگ برای خانواده های رزمندگان بود. یکی از روش های ارزیابی سیاست های هر نظامی به ویژه در حوزه رفاه اجتماعی پرسش از گروه هدف است. در این تحقیق با بیست و سه نفر از همسران شهدای جنگ تحمیلی ساکن شهر تهران مصاحبه نیمه ساختار یافته انجام شد. داده های جمع آوری شده در سه بعد محتوای سیاستها، نحوه اجرا و نتایج، کدگذاری موضوعی و نهایتا بر اساس قوانین موجود به تحلیل سند و تحلیل مضمون پرداخته شد . یافته های تحقیق نشان داد که از نظر همسران شهدا به عنوان گروه هدف ، سیاست های نظام جمهوری اسلامی ایران در باب خانواده ی ایثارگران، ناکافی بوده است و به رفع مشکلاتی چون رفاه در ایام سالمندی، نیازهای تفریحی و ارتباطی، مددکاری و مشاوره آنگونه که تا کنون باید پرداخته نشده . در باب تامین نیاز های همسران شهدا و تطبیق خدمات با وضعیت فعلی جامعه هدف و در نظر گرفتن نیازهای ایام کهولت سن و سالمندی جامعه هدف و لزوم تدبیر سیاست ها و اتخاذ راهکار ها در جهت ایجاد سهولت در روند زندگی همسران سالمند شهدا با بی اعتنایی خاصی مواجه شده اند. همچنین این سیاستها در عین برآوردن بخشی زیادی از نیازهای همسران شهدا، ناکافی بوده و در میان مصاحبه شوندگان تا حدودی احساس نارضایتی و نگرانی برای آینده خود و فرزندان احساس می شد.
Since the beginning of the war, part of the Islamic Republic's social policy has focused on war compensation for the families of the combatants.To what extent has the social policy of the sacrifices been successful in meeting its goals and responding to the needs of the sacrifices?One way to evaluate social policy is to ask the target group In this research, twenty-three wives of forced martyrs living in Tehran were interviewed semi-structured.The data collected were coded in three dimensions: policy content, method of implementation, and results.The findings show that the social policy of the martyrs' spouses is inadequate and does not consider problems such as aging, recreational and communication needs, assistance and counseling.In the implementation of policies, there is discrimination and lack of coordination between the various agencies and the lack of target audience of the Martyr Foundation.The results show that these policies are inadequate while meeting some of the needs of the martyrs' wives and left the interviewees feeling dissatisfied and worried about their future and their children.
