چکیده:
پایان آتش جنگ جهانی دوم و سربرآوردن اتحاد جماهیر شوروی و ایالات متحده آمریکا از خاکستر آن، آغاز جنگ سرد و ویژگیهای نظام دوقطبی در زمینههای علمی، تکنولوژیک، سیاسی، اقتصادی، ایدئولوژیک، ژئوپولیتیک، ژئواستراتژیک و ...، دهه 55-1945 میلادی را برای سیاست خارجی ایران از اهمیت ویژهای برخودار ساخته است. سوالی که مطرح میشود این است که آیا ایدئولوژی (چه سوسیالیسم و مارکسیسم بلوک شرق و چه کاپیتالیسم و لیبرالیسم بلوک غرب) توانسته بود به عنوان یکی از عوامل و ویژگیهای ساختاری نظام دوقطبی، خود را بر سیاست خارجی ایران در سالهای 55-1345 میلادی تحمیل کند؟ در پاسخ باید گفت: به نظر میرسد، در بلوکبندی جهانی قدرت، طی بازه زمانی مذکور حفظ یا توسعه قابلیتهای ایدئولوژیک ابرقدرتها به عنوان یکی از عوامل پشتیبان و ویژگیهای حمایتکننده ساختاری نظام دو قطبی، نقش قابل توجهی در توازن قوای آنها و بالتبع در سیاست خارجی ایران بازی کرده است. مقاله حاضر در فهم این مطلب از دیدگاه تئوری نوواقعگرایی (واقعگرایی ساختاری) کنت نیل والتز بهره برده است که هر چند قدرت را مهمترین عامل در حفظ موازنه نیروها تلقی میکند و نیروی نظامی را مهمترین عنصر این قدرت میداند، لکن، توزیع توانمندیها و قابلیتها را صرفا در امور نظامی نمیداند و آن را به سایر مقولاتی از جمله قابلیتهای علمی، تکنولوژیک، سیاسی، اقتصادی، ایدئولوژیک، ژئوپولیتیک، ژئواستراتژیک و ... نیز تسری میبخشد
The end of World War II and the rise of the Soviet Union and the United States of America from its ashes, the beginning of the Cold War and the characteristics of the bipolar system in the scientific, technological, political, economic, ideological, geopolitical, geostrategic and ... fields, made the decade of 1945-55 an important time to Iran's foreign policy. The question arises here is, whether ideology (Socialism and Marxism or capitalism and liberalism) could have imposed itself as one of the structural features of the bipolar system on Iran's foreign policy in years between 1945-55? It seems that in the global blocking of power, the preservation or development of the ideological capabilities of the superpowers as one of the supporting factors and the structural support of the bipolar system has played a significant role in balancing their forces and, after all, in the foreign policy of Iran. The present article, in understanding this point, has used Waltz's theory of neo-realism, which considers power as the most important factor in maintaining the balance of power and sees military force as the most important element of this power, but not distributes capabilities merely in military affairs and extends it to other categories including scientific, technological, political, economic, ideological, geopolitical, geostrategic, etc.:.
