چکیده:
سازمان های دولتی برای تحقق اهداف و ماموریت های خود باید از سازمان های لخت به سمت سازمان های چابک حرکت کنند. بر مبنای اصل 44، یکی از سیاست های اصلی سازمان های دولتی در راستای چابک سازی، تمرکز بر ماموریت های اصلی و برون سپاری فناوری ها و فعالیت ها با استفاده از ظرفیت های تحقیقاتی و صنعتی کشور می باشد. بنابراین، یکی از مسایلی که همواره پیش روی سازمان های دولتی است، مساله ی تصمیم گیری در خصوص برون سپاری می باشد، در این مقاله ضمن بررسی روند تصمیمات برون سپاری، مدلی برای تصمیم گیری در خصوص برون سپاری و یا ساخت، با رویکرد تحلیل سلسله مراتبی به کمک نرمافزارExpert choice ارائه می گردد. فرایند تصمیم گیری در این مدل بدین ترتیب است که ابتدا برون سپاری در سطح سامانه مورد بررسی می شود و این کار تا سطح اجزای سامانه ادامه پیدا می کند. تصمیم گیری در سه مرحله صورت می گیرد. در مرحله اول براساس معیارهای اهمیت راهبردی، حفظ دانش فنی و امنیت اطلاعات، تصمیم تولید در هسته و یا شبکه اتخاذ می گردد. در مرحله دوم تصمیم در خصوص تولید در شبکه داخلی و شبکه بیرونی مبتنی بر معیارهای کیفیت، قیمت و تحویل دهی صورت می گیرد . در مرحله سوم، تصمیم گیری نهایی بر اساس ظرفیت صورت می گیرد. این مدل بر روی یک سامانه واقعی در یک سازمان دولتی اجرا شد. نتایج تصمیم حاصل از مدل مورد توافق خبرگان و تصمیم گیرندگان بود.
Governmental organizations must change to agile organizations in order to achieve their goals and missions. According to the Article 44 of Iran's Constitution, one of the main policies of governmental organizations towards becoming agile organizations is to focus on core missions and to outsource technology and activities using the whole national research and industrial capacity. So, the government always has to deal with the issues concerning outsourcing decisions — which technologies/activities or products are outsourced and which are produced inside the organization? How much is the scope of outsourcing? And what is the best provider for outsourcing? This study investigates the outsourcing decision models and finally with the aids of AHP approach and Expert Choice software, presents a model for decisions on outsourcing, making or buying. Decision process in the proposed model deals first with the outsourcing of the whole system, then its components. Decision-making is done in three phases. In the first phase, decision-makings are based on the strategic importance of standards, technical knowledge maintenance and the security of information. In the second phase, decision-makings are founded on production in the internal network or external network based on the criteria of quality, price and delivery. In the third phase, final decision-makings are based on capacity. This model is tested on a real case and the results indicate that it is consistent with the experts' opinions.
