چکیده:
مقدمه: با توسعه بهداشت و رفاه در جهان معاصر و افزایش طول زندگی حاصل از آن، موضوع سالمندی به یکی از مسائل اجتماعی قابل توجه در بسیاری از کشورهای جهان بدل شده است. در نتیجه چنین شرایطی اتخاذ سیاستهای کارآمد در زمینه سالمندی بیش از پیش اهمیت و ضرورت یافته است. پژوهش حاضر به دنبال آن است که سیاستهای سالمندی دو کشور ایران و سوئد را با یکدیگر مقایسه نماید.
روش: بدین منظور مهمترین اسناد و سیاستهای سالمندی دو کشور مورد خوانش قرار گرفته و بر اساس این سیاستها، چهار محورکلیدی در حوزه سیاستگذاری سالمندی، استخراج گردید که عبارتند از: دولتی/ خصوصی بودن حمایتها، مادی/ معنوی بودن حمایتها، حمایتهای مبتنی بر انفعال/ مداخله سالمند، حمایتهای مبتنی بر اجتماع گرایی/ فردمحوری.
یافتهها: نتایج مقایسه سیاستها نشان داد که سیاستهای سالمندی در دو کشور ایران و سوئد در سه محور اول، قرابت قابل توجهی دارد به نحوی که سیاستهای هر دو کشور عموما دولتگرا (محور اول)، مبتنی بر حمایتهای مادی بوده (محور دوم) و بیشتر رویکردی انفعالی نسبت به سالمند داشته است (محور سوم). اما مقایسه در محور چهارم نشان دادکه سیاستهای ایران بیشتر فردگرایانه و در سوئد عموما ماهیتی اجتماع گرایانه دارد.
نتیجه گیری: در مجموع با توجه به قرابت خطوط کلی سیاستهای سالمندی در ایران و سوئد و اختلاف قابل توجه آنان از حیث رفاه عمومی سالمندان، میتوان نتیجه گرفت که مسائل سالمندی در ایران بیش از آنکه مربوط به ماهیت سیاستها باشد، به نحوه اجرای سیاستها مربوط است.
Introduction: With the development of health and well-being in the contemporary world and the increase in life expectancy resulting from it, the issue of aging has become a significant social issue in many countries. As a result of such circumstances, the adoption of effective policies in the field of aging has become more important and necessary. The present study seeks to compare the aging policies of Iran and Sweden.
Method: For this purpose, the most important documents and aging policies of the two countries were read, and based on these policies, four key axes in the field of aging policy were extracted, which are: public/private support, material / spiritual support, Support based on passivity / elderly intervention, support based on socialism/individualism.
Results: The results of policy comparison showed that the policies of the elderly in Iran and Sweden in the first three axes have a significant similarity so that the policies of both countries are generally government-oriented (first axis), based on material support. (Second axis) and had a more passive approach to the elderly (third axis). But the comparison in the fourth axis showed that Iran's policies are more individualistic and in Sweden generally have a socialist nature.
Conclusion: In general, considering the similarity of the general lines of aging policies in Iran and Sweden and their significant differences in terms of the general welfare of the elderly, it can be concluded that aging issues in Iran are more related to the nature of policies. How policies are implemented is relevant.
