چکیده:
مواد مخدر در ایران به عنوان یکی از مهمترن مشکلات که هم ردیف فقر و بیکاری است، آسیب های فراوانی را به همراه داشته است. افزایش آمار طلاق، اعتیاد، اعدام، فقر، فحشا، فوت، بیماری های روانی و عفونی، و همچنین افزایش تعداد زندانیان از جمله آسیب های مواد مخدر است. بدلیل اهمیت این موضوع به منظور پیشگیری از اعتیاد و مبارزه با قاچاق مواد مخدر و به موجب ماده33 قانون مبارزه با مواد مخدر مصوب 3/8/67 مجمع محترم تشخیص مصلحت نظام، ستادی به ریاست رئیس جمهور تشکیل داد و کلیه عملیات اجرایی و قضایی و برنامه های پیشگیری و آموزش عمومی و تبلیغ علیه مواد مخدر در این ستاد متمرکز شد. در این پژوهش با استفاده از نظریه سیستمی که درآن مرزبندیهای نظام از اهمیت خاصی برخوردار است؛ زیرا بر این اساس است که فرایندهای تعاملی به سه قسمت نهاده، تبدیل و داده تقسیم می شوند به بررسی چرخه سیاست گذاری مواد مخدر پرداخته می شود بدین ترتیب است که الزام رویکرد سیستمی و واقعیت های اجتماعی در جامعه، توجه به استراتژی کاهش تقاضا و احتزاز از الگوی مبتنی بر نظامی گری صرف در کنترل مواد مخدر را توجیه پذیر می سازد. با استفاده از نظریه سیستمی به عملکرد ستاد مبارزه با مواد مخدر پرداخته شده است. مطابق نظریه سیستمی این فرضیه بررسی می گردد که عوامل شکست سیاست ها چه بوده است و چه سیاست هایی به عنوان راهکار باید ارائه شود.

Increases in divorce, addiction, execution, poverty, prostitution, deaths, mental illness and infectious diseases, as well as in creasing numbers of inmates are drug_ related injuries. Because of the important of this issue in prevent ting drug addiction and combating drug trafficking and in accordance with article 33 of the anti-drug an, adopted 67/8/3 the expediency set up a staff headed by the president that all executive. Judicial, public education and drug prevention and propaganda anti-drug are focused in the in station. In this research we use system theory in which system boundaries are of particular importance, this is because the interactive processes are divided into three parts input, conversion and data. It examines the drug policy-making cycle. As such, the need for a systematic approach and social realities in society justifies attention to the strategy of reducing demand and avoiding a militaristic model of drug control. The using system theory, the function of the counter-narcotics headquarters has been dealt with. According systematic theory the question arises as to what are the causes of policy failure and what policies should be offered as a solution
