چکیده:
مدیریت مرزی در پیشبرد برنامه ها و فعالیتهای مرتبط با مرزنشینان و تعامل سازنده با کشورهای همجوار یکی از سیاستهای محوری در مرزبانی محسوب می گردد.هدف این پژوهش شناسایی عوامل ژئوپلیتیکی موثر بر مدیریت مرزها بااستفاده از مدل بلیک در استانهای مرزی شمال کشور می باشد. پژوهش حاضر از نظر هدف، کاربردی و از نظر روش،توصیفی-تحلیلی است. جامعه آماری تحقیق شامل فرماندهان هنگها، پایگاهها و پاسگاههای مرزی و دریایی استانهای گیلان، مازندران و گلستان است که تعداد50 نفر آنان در نمونه مورد مطالعه قرار گرفته اند. روایی ابزار جمع آوری اطلاعات(پرسش نامه) مورد تأیید قرار گرفته که تجزیه و تحلیل داده های آن با استفاده از نرم افزارspss صورت پذیرفته و پایایی آن نیز با محاسبه آلفای کرونباخ به میزان 0.92بدست آمده است.نتایج بررسیها حاکیست مدیریت دسترسی دارای بیشترین تأثیر و مدیریت منابع فرامرزی و مدیریت زیست محیطی کمترین تأثیر را در مدیریت مرزی دارند و در این بین استفاده از تجهیزات فنی و الکترونیکی، علامتگذاری خطوط مرزی و استقرار و توسعه هنگ ها و پایگاههای مرزی- دریایی دارای بالاترین تأثیر و تشویق و تسهیم توریسم زیست محیطی، حفاظت از گونه های در حال انقراض و جلوگیری از شکار بی رویه دارای کمترین تأثیر را در عوامل موثر بر مدیریت مرز بدست آورده اند. لذا با توجه به نتایج این تحقیق، در راستای مدیریت مرزی مطلوب باید با برنامه ریزی مناسب و تجهیز امکانات فنی و سخت افزاری در استانهای شمال کشور به دنبال تقویت این ابعاد بود.
Border management is one of the central policies in border management in promoting programs and activities related to border residents and constructive interaction with neighboring countries; . The purpose of this study is to identify the geopolitical factors affecting border management using the Blake model in the northern border provinces of the country and seeks to answer the question of what are the geopolitical factors in border management from the perspective of border commanders in the northern provinces using the Blake model? The present study is applied in terms of purpose and descriptive-analytical in terms of method. The statistical population of the study includes the commanders of regiments, bases and border and naval checkpoints in Gilan, Mazandaran and Golestan provinces, 50 of whom have been studied in the sample. The validity of the data collection tool (questionnaire) was confirmed by analyzing its data using SPSS software and its reliability was obtained by calculating Cronbach's alpha to 0.92. The results of the studies show that management Access has the most impact and cross-border resource management and environmental management have the least impact on border management, and among them the use of technical and electronic equipment, marking of border lines and the establishment and development of regiments and naval border bases have the highest impact and encouragement. The sharing of environmental tourism, the protection of endangered species and the prevention of poaching have the least impact on the factors affecting border management.
