چکیده:
هدف این مقاله بررسی هزینه اجتماعی کربن (SCC) به عنوان یکی از مهمترین موضوعات برای فهمیدن و بهکارگیری سیاستهای تغییرات آب و هوایی، در ایران با استفاده از اطلاعات اقتصادی دوره زمانی 1390-1395 است. این مفهوم نشان دهنده هزینههای اقتصادی ناشی از انتشار یک تن کربن اضافه است. در این مطالعه از سه رویکرد برای بررسی موضوع و مقایسه نتایج استفاده شده است؛ این رویکردها شامل استفاده از مدل پویای تعادل عمومی اقتصادی- محیطزیستی(DICE-2016R)، شاخصهای بانک جهانی و ترازنامه انرژی، بررسی میزان سالهای عمر از دست رفته است. در بررسی مدل پژوهش از چند سناریو شامل بررسی اثر نرخ تنزیل، تحلیل میانگین سالهای عمر از دست رفته و کشش سرمایه استفاده شده است. نتایج برآورد مدل پژوهش نشان میدهد که هزینه اجتماعی کربن سالانه در ایران به میزان 513891.232 ریال بر تن CO2 در سال 1395 برای دورهی منتهی به سال1400 است. همچنین نتایج بیانگر این مطلب است که در پی اجرای سیاستهای کنترل انتشار کربن، تولید و مصرف در دورههای اولیه کاهش مییابد و با جایگزینی تکنولوژی روند صعودی پیدا میکند. نکته مهم مقاله این است که استفاده از روش سالهای عمر از دست رفته نتایج قابل اتکاتری نسبت به سایر روشها بهدست میدهد.
The purpose of this paper is to study The social cost of carbon (SCC) is an important concept for understanding and implementing climate change policies, In Iran using economic data of the time period (1390-1395). This term represents the economic cost caused by an additional ton of carbon dioxide emissions or its equivalent. In this study three approaches to investigate and compare the results have been used, the approach is the use of applying the Dynamic Integrated model of Climate and Economy (DICE-2016R). World Bank indices and energy balance sheet, the amount of years of life lost. The study estimates that the SCC is 513891.232 Rial per ton of CO2 in 1395 and international prices for the current period (1400). Also, the results indicate that, following the implementation of carbon emission control policies, production and consumption in early periods will be reduced And with the replacement of technology, it's going up. The important point of the paper is that using the lost years of life results in more reliable results than other methods.
