چکیده:
هدف این مقاله بررسی رابطه بین نابرابری درآمد و رشد اقتصادی از طریق سیاستهای مالی است. برای این منظور، الگوی خودرگرسیون برداری بیزین برای دادههای سالانه دوره زمانی 1398-1363 برآورد میگردد. نابرابری درآمد با شاخص اتکینسون اندازهگیری شده و از مخارج جاری و عمرانی دولت و مالیاتهای مستقیم و غیرمستقیم برای متغیرهای سیاست مالی استفاده شده است. نتایج بدست آمده از تحلیل تابع ضربه –واکنش شاخص اتکینسون و رشد اقتصادی به متغیرهای سیاست مالی حاکی از آن است که رشد اقتصادی به یک شوک مثبت مالیات مستقیم، مالیات غیرمستقیم و مخارج عمرانی با نرخ ملایمی تا پایان دو دوره اول مثبت و صعودی است و پس از آن در اندازه ثابت قرار میگیرد.همچنین تحلیل واکنش شاخص اتکینسون به شوک مثبت مخارج جاری و مخارج عمرانی دولت تا پایان دو دوره اول مثبت و پس از آن این اثر منفی و کاهنده میشود. در سوی دیگر تکانه مالیات مستقیم بر توزیع درآمدی تا پایان سه دوره اول بیتأثیر است و پس از آن نسبت به آن واکنش منفی نشان میدهد و در نهایت واکنش شاخص اتکینسون به تکانه مالیات غیر مستقیم شدیداً افزایشی بوده و بعد از پایان دو دوره از اثر آن کاسته شده است. با توجه به نتایج حاصل از برآورد الگو، دولت میتواند با افزایش مخارج عمرانی مولد و کاهش مخارج جاری غیرمولد و غیرضروری و بهبود نظام مالیاتستانی به هدف بهبود توزیع درآمد و همچنین افزایش رشد اقتصادی، دست پیدا کند.
The purpose of this article is to examine the relationship between income inequality and economic growth by financial policies. For this purpose, the Bayesian vector Auto Regression model is estimated for the annual data of the period 1984-2019. Income inequality has been measured with Atkinson's index and current and constructional governments expenses and direct and indirect taxes have been used for financial policy variables. The results obtained from the analysis of the Impulse-response function of the Atkinson index and economic growth to fiscal policy variables indicate that response of economic growth to a shock effect of direct taxes, indirect taxes and construction expenses at a mild rate until the end of the first two periods positive is positive and rising and then fixed.Also, the reaction analysis of Atkinson's index to the positive shock of current and constructional governments Expenses is positive until the end of the first two periods, and after that this effect becomes negative and decreasing. Moreover, On the other hand, the impulse of direct tax on income distribution is unaffected until the end of the first three periods, and after that it shows a negative reaction to it, and finally, the reaction of the Atkinson index to the impulse of indirect tax has been strongly increasing. According to the results of model estimation, the government can achieve the goal of improving income distribution and increasing economic growth by increasing productive construction expenses and reducing unproductive and unnecessary current expenses and improving the provincial tax system

در اين راستا، پژوهش حاضر با استفاده از الگوي خودرگرسيون برداري بيزين (BVAR)، به بررسي تأثير رابطه بين نابرابري درآمد و رشد اقتصادي از طريق سياست هاي مالي، در ايران براي بازه زماني ١٣٦٣-١٣٩٨ پرداخته است .
