چکیده:
Regarding the foreign policy of the Islamic state, each of the theories that attribute primacy to peace or war suffers from serious ambiguities and flaws. Accordingly, this writing has attempted, by utilizing reliable Islamic sources—especially verses and traditions, and also seeking help from the words of jurists and commentators—after a brief review of the aforementioned views, to prove that none of these principles can be a guide for the Islamic state in formulating foreign policy and determining the boundaries and regulations governing foreign policy. Since the primacy of war or peace is not an inherent and primary principle and is subject to other rules and rulings, it is inevitable that the fundamental principle governing war and peace must be found. This writing intends to prove the claim that the principle of realizing servitude to God can be a basis for determining the precise frameworks and regulations of the Islamic state's foreign policy, including determining the regulations and boundaries of the rulings and rules related to war and peace.

Analysis of the primacy of war or peace based on the second interpretation of the concept of the principle If "the primacy of peace or war," as a foundation — and not as a jurisprudential rule — is considered in the foreign policy of the Islamic State, it will entail implications, none of which are acceptable.
The answer is that war and peace in the foreign policy of the Islamic State are themselves subordinates to the general and non-exceptionable principle of creating the conditions for the realization of servitude to God and opening the path of guidance for His servants.
Based on the reasons mentioned above, it is necessary in the foreign policy of the Islamic state to seek another foundational principle or general jurisprudential rule from which a precise and logical schedule can be obtained to determine the timing of war and peace, as well as the scope and regulations of each.
