چکیده:
مطالعات متعدد نشان می دهد که جرایم به طور یکنواخت در فضای شهری پخش نشده اند و تجمع معنی دار آن ها در مکان های کوچک یا کانون های جرم خیز، نیمی از واقعه های بزهکاری را به خود اختصاص می دهند (براگا، 2007: 4). مکان وقوع جرم می تواند دربرگیرنده ی یک منطقه بسیار کوچک مانند گوشه ی خیابان ها، ساختمان ها، ایستگاه های اتوبوس و... باشد. پس، این مقاله با انجام مطالعات کتابخانه ای و بررسی تجربه های جهانی به دنبال فلسفه ی استفاده از این استراتژی در پیشگیری از جرم است که از آن به عنوان فعالیت های پلیسی مکان محور یاد می شود. ابتدا با بررسی اجمالی برخی از تئوری های مکانی جرم به دنبال تبیین نقش مکان در پیشگیری از جرم است. سپس در ادامه، تمرکز پلیس بر مکان های جرم خیز یا به عبارتی رویکردهای مکان محور پیشگیری از جرم، افزون بر این تجربه های جهانی در این خصوص بررسی می شود تا بتوان فلسفه استفاده از این استراتژی را از همه ی جنبه ها به چالش کشید. یافته های این مقاله نشان می دهد علی رغم جابه جایی اندک جرم، استراتژی مکان محور، مهم ترین نوآوری پلیس در چند دهه ی اخیر محسوب می شود. اما برای به کارگیری این استراتژی، نیاز به اشتراک اطلاعات بین نهادهای مختلف و ژئوکدینگ نقاط بزهکاری است تا بتوان با کیفیت بالایی داده های مکانی وقوع بزهکاری را ثبت کرد. در این راستا وجود قوانین جامع بزهکاری برای همکاری بین نهادهای مرتبط با پلیس الزامی است تا از راه قانون، همه ی نهادها را موظف کرد تا در تهیه اطلاعات به منظور کاهش جرم و بی نظمی به پلیس کمک کنند. درنهایت، محققان معتقدند اگر افسران پلیس راهبردهای خود را در چنین مکان هایی متمرکز کنند در کاهش جرم موفق می شوند.
Numerous studies show that crimes are not monotonously distributed in the urban atmosphere and their meaningful gathering in small places or hot spots allocate half of crime incidents to itself (Braga، 4:2007). The place where a crime occurs can be a small place like streets' corners، buildings، bus stations and etc. So، this article by conducting library studies and examining the global experiences pursues the philosophy of using the crime prevention strategy، namely the police place-oriented activities. With brief examination of some crime place theories، the article seeks the role of place in crime prevention. Then in the continue، the police concentration on hot spots or in other words the place-oriented approach to crime prevention as well as the relevant global experiences are examined in order to challenge the philosophy of using this strategy from all aspects. The findings show that place-oriented strategy in spite of few crimes’ displacement is regarded as the most important police innovation in recent decades. But، for using this strategy there is a need for sharing information between different organizations and geocoding the hot spots in order to record the crime place data with high quality. So، comprehensive crime laws are necessary for organizations dealing with police to cooperate with one another and to be obliged to help the police in preparing information for the reduction of crime and disorder. Finally، researchers believe that by concentrating their strategies in such places، the police officers will be successful in crime reduction.
