ابتکار کمربند- جادۀ چین در فرایند سیاستگذاری عمومی کشورهای هدف تأثیر داشته است. لذا پژوهش پیش رو درصدد برررسی آن است که طرح کمربند- جاده چگونه بر سیاستگذاری عمومی ایران تأثیر گذاشته است؟ چه عواملی باعث تغییر راهبرد ایران در کمربند- جاده بودهاند؟ یافتههای پژوهش نشان میدهند راهبرد جدید در قبال طرح که میتوان آن را چرخش سیاست ایران به شرق تعبیر کرد، مؤید این تأثیرگذاری است. این تأثیر در سطح کلان در همکاری راهبردی ۲۵سالۀ ایران و چین و در سطح اجرایی در بخش حملونقل مشهود است. چرایی و چگونگی تأثیرگذاری کمربند- جاده بر روند سیاستگذاری عمومی ایران در دولتهای یازدهم و دوازدهم، در چهارچوب «نظریۀ ائتلاف مدافع» تبیین شده است. این رهیافت، تغییر خطمشی را ناشی از دو عامل «تلاطمهای بیرونی و شوک وارده بر سیستم خطمشی» و «یادگیری خطمشیمحور سیاستگذاران در فرایند تصمیمگیری» میداند. پژوهش از نوع توصیفی- تحلیلی است و با روش تبیینی بر پایۀ مطالعات کتابخانهای و اینترنتی درصدد اثبات فرضیه برآمده است.
The Road and Belt Initiative of China, had an impact on the countries of target in the process of general policy-making. The pivotal question of this research is that how has the Belt-Road Initiative impacted Iran’s general policy-making? What factors have changed Iran’s strategy towards the Belt-Road Initiative? The findings of the paper show that the new strategy towards the initiative which can be interpreted as Iran’s foreign policy pivot to east is proof of this impact. This impact is evident in the Iran-China 25 Cooperation Document, on the macro level and on the executive level in the transportation sector. The how and why of the impact of the Belt-Road Initiative on Iran’s general policy-making have been explained in the 11th and 12th administrations within the framework of “Theory of Alliance of Interests”. This approach sees change of policy arising from two factors “ external fluctuations and shocks on the policy system” , and “ learning policy of policy-makers in the process of decision-making” this research is of descriptive-Analytical type and by using an explanatory method based on library and internet studies intends to prove the theory.
