Abstract:
مسکن و تأمین آن برای گروههای کم درآمد شهری یکی از مهمترین مسائل مدیریت شهری از گذشته تاکنون بوده است. به نظر میرسد سیاستهای اعمال شده در این زمینه به دلیل عدم تناسب با شرایط اقتصادی و اجتماعی اقشار کم درآمد شهری چندان چاره ساز نبوده است. هدف این تحقیق بررسی اجرای سیاست اجاره به شرط تملیک در استان البرز (شهر کرج) و نقش آن در تامین نیازهای کمی و کیفی گروههای هدف است. روش تحقیق توصیفی-تحلیلی بوده است و داده های تحقیق از طریق کتابخانه ای و پیمایشی بوسیله ابزار پرسشنامه و مصاحبه جمع آوری شده است. داده ها پس از استخراج با استفاده از نرم افزار آماری SPSS از طریق روشهای آماری توصیفی و استنباطی(آزمونهایt تک نمونه ای وt گروههای مستقل) تجزیه وتحلیل شده است. نتایج نشان میدهد بطور کلی واحدهای اجاره به شرط تملیک ساخته شده در محدوده مورد مطالعه نتوانسته است نیاز کمی و کیفی تامین مسکن گروههای هدف را برآورده نماید و ساکنان از شرایط واگذاری، کیفیت کالبدی منازل و دسترسی به تسهیلات و خدمات شهری رضایت ندارند و تنها دسترسی به خدمات انتظامی رضایت آنها را تامین کرده است.
Housing and provision of housing for low-income urban groups has always been one of the most important issues of urban management. Accordingly، it is necessary to apply policies to meet current and future needs of housing.However، due to mismatch with the economic and social conditions of low-income urban classes of society، it seems that policies applied in this context were non- remedial. So this study intends to evaluate the implementation of Hire-purchase policy in Alborz province (Karaj city) and its role in providing quantitative and qualitative needs of the target groups.The research method is quantitative–analytical with survey method. The data were collected through library studies and survey method. Data gathering tools were questionnaire and interview. After extracting، data were analyzed by SPSS statistical software by descriptive and inferential (one sample t test and two independent t test) methods.The results generally show hire-purchase housing policy failed to meet the required quantitative and qualitative needs of applicants in understudy area and the residents are not satisfied with the construction quality and physical access to facilities and utilities. The only case of relative satisfaction announced by the applicants was due to accessible security services.
