Abstract:
نفت بهعنوان یک منبع عظیم ثروت علاوه بر آن که میتواند در حکم موتور محرکه رشد اقتصادی کشورهای نفتخیز باشد، میتواند بهعنوان مانعی در مسیر پیشرفت اقتصاد این کشورها عمل کند؛ لذا آنچه در خور توجّه است نحوۀ مدیریت بر درآمدهای نفتی با مدنظر داشتن رفاه نسلهای آتی بهعنوان یکی از مبانی اساسی توسعه پایدار است. از سویی کشورهای صاحب نفت میتوانند با تخصیص بهینه این منابع به پروژههای زیرساخت بستر مناسبی را برای توسعه پایدار کشور فراهم آورند و از دیگر سو، با ایجاد رانتیهای نفتی که آن نیز به نوبه خود ریشه در سوء مدیریتها دارد، سدی مستحکم در روند رشد شاخصهای کلان اقتصادی پدید آورند. هدف از این پژوهش تحلیل شاخصهای توسعه پایدار در کشورهای صادرکنندۀ عمده نفت جهان(30کشور) با استفاده از 23 شاخص(زیستمحیطی، اقتصادی و اجتماعی) میباشد. نوع تحقیق کاربردی و روش آن توصیفی-مقایسهای میباشد. همچنین برای تجزیه و تحلیل اطلاعات نیز از روش پرامتی (از روشهای تصمیمگیری چند شاخصه) بهره گرفته شده است. نتایج حاصل از پژوهش نشان میدهد که، در سال 2006، به ترتیب کشورهای نروژ، کانادا و ایالت متحدۀ آمریکا با بیشترین میزان ضریب پرامتی(Q)، از نظر شاخصهای توسعه در وضعیت مطلوبی به سر میبرند. و در سال 2012، به ترتیب کشورهای، استرالیا، نروژ و کانادا بیشترین میزان ضریب پرامتی را دارند. و نامطلوبترین کشور که در این دو سال در رتبۀ آخر کشورها قرار گرفته است، کشور عراق میباشد. در این میان کشور ایران در سال 2006 با میزان پرامتی (03125/0-) در جایگاه بیست و هفتم و در سال 2012 با میزان (02345/0) با صعود به جایگاه بیست و دوم در میان سی کشور صادر کننده نفت قرار گرفته است.
Abstract In addition to its oil as a huge source of wealth that can serve as the engine of economic growth in oil-rich countries, it can act as a barrier in the path of progress economies.So, that is striking how to manage the oil revenues into account the well-being of future generations as one of the basic principles of sustainable development.Meanwhile, oil producing countries are able to optimize the allocation of resources to infrastructure projects provide a good platform for sustainable development.And And on the other hand, with the creation of oil rents, which in turn is rooted in mismanagement, create a barrier strong macro-economic growth indicators. The aim of this study is to analyze the sustainable development indicators in the world's major oil-exporting countries (30 countries) using 23 indicators (environmental, economic and social).And applied research is descriptive-comparative method. To analyze the data, method I (multi-criteria decision-making methods) have been used.The results of the study show that, in 2006, as Norway, Canada and the United State of America has the highest ratio command prompt (Q), in terms of development indicators remain in good health.And in 2012, respectively countries, Australia, Norway and Canada have the highest ratio command prompt. And the least the country in the last two years ranked countries are located, is Iraq.In the meantime, Iran in 2006 with the command prompt (03125 / 0-) in twenty-seventh place in 2012 with the (02345/0) climbed to twenty-second place among the thirty largest exporter of oil were .
