Abstract:
امنیت انرژی یکی از ارکان اصلی سیاست خارجی کشورهای بزرگ است. در این میان، منابع انرژی آسیای میانه و دریای خزر، حوزههای ژئوپلیتیکی مهمی محسوب میشوند، جذابیت زیادی برای کشورهای منطقهای و فرامنطقهای دارند و بهدلیل فرصتهای عظیمی که برای انرژی در خارج از اوپک ارائه میدهند بهعنوان صفحۀ بزرگ شطرنج ظاهر شدهاند. در تلاش برای امنیت انرژی و تنوع منابع تأمین توسط مصرفکنندگان انرژی، این منطقه شاهد رقابتی بزرگ برای دستیابی به منابع انرژی آن توسط کشورهایی مانند ایالات متحدۀ آمریکا، چین، اتحادیۀ اروپا، روسیه، ایران و هند است. این بازی بزرگ نوین، در مورد سیاستهای نفتی و دیپلماسی خط لوله در حال انجام است. پژوهش پیشِرو در پاسخ به این پرسشها که طرحهای قدرتهای بزرگ در آسیای مرکزی و خزر چه تهدیدها و فرصتهایی برای ایران دارد و راهکارهای سیاستی ایران برای مقابله با آنها چیست؟ سعی دارد موقعیت ایران در آسیای مرکزی و ابتکارات سیاسی آن را در جستوجو برای منافع خود در بخشهای اقتصاد و انرژی در حوزۀ سنتی روسیه و صفحۀ بزرگ رقابت شطرنج چین و ایالات متحده بررسی کند. گزینههای سیاستی ایران در این رقابت، تلاش در راستای خروج از تحریمها، اتخاذ دیپلماسی اقتصادی، تقویت زیرساختهای داخلی بهمنظور فعالیتهای اقتصادی در منطقه، مشارکت در طرحهای اقتصادی قدرتهای بزرگ در منطقه، سرمایهگذاری و مشارکت اقتصادی با کشورهای منطقه بهصورت دو یا چندجانبه است.
Security of energy is one of the main cornerstones of big countries’ foreign policy. Caspian Sea and Central Asia’s energy resources are important geopolitical spheres and have great attraction for regional and trans-regional states and due to the huge opportunities they present out of the OPEC have appeared as a large chess board. In the efforts for energy security and diversity of sources of the consumers, this region has witnessed great competition for achieving the energy sources by countries like the US, China, the EU, Russia, Iran, and India. This big game of oil policies and diplomacy of pipelines is ongoing. In response to the questions the plans of big powers in Central Asia and the Caspian Sea region bring what threats and opportunities for Iran and what are Iran’s political courses of action for facing them, the paper tries to look into Iran’s position in Central Asia and Iran’s political initiatives for its interests in the economic, and energy sectors in Russia’s traditional sphere and large chess board of competition between China and US. Iran’s political options in this rivalry is make efforts to get out of the sanctions, adopt an economic diplomacy, strengthen domestic infrastructures to do economic activities in the region, participate in the economic plans of big powers in the region, economically invest and partner with the regional countries, in bilateral and multilateral forms.
