چکیده:
افزایش روز افزون میزان بزهکاری و محدودیت های نظام عدالت کیفری رسمی در پیشگیری و کنترل جرم توسعه راهبردهای علمی جدید برای افزایش اثر بخشی سیاست ها و برنامه های عدالت کیفری را اجتناب ناپذیر ساخته است. پرسش مهمی که نظام های عدالت کیفری با آن روبه رو هستند این است که یافته های علمی و مدیریت دانش چه نقشی در شکل گیری و هدایت مداخله های عدالت کیفری بر عهده دارد؟ دستیابی به یک نظام عدالت کیفری سنجیده و کار آمد مستلزم شناخت کافی و همه جانبه نسبت به چالش های عدالت کیفری، آشنایی با مبانی نظری و فلسفی عدالت کیفری در بسترهای فرهنگی - اجتماعی ایران، افزایش مهارت و توانمندی مدیران و کارکنان نهادهای عدالت کیفری در زمینه ارایه الگوهای بومی مدیریت عدالت کیفری و نیز تولید دانش و اطلاعات مورد نیاز برای ارزیابی فرآیند و نتایج مداخله های عدالت کیفری است. ضعف در برنامه پذیری و ارایه تحلیل نادرست از مشکلات این حوزه، جزو مهمترین دلایل شکست و ناکامی بسیاری از برنامه های عدالت کیفری به شمار می آید و این مقاله بر آن است تا ضمن توصیف مراحل مختلف طراحی، تدوین و اجرای برنامه های عدالت کیفری، خلاء ها و نارسائی های موجود را مورد نقد و ارزیابی قرار دهد.
With the increasing trend of crime rate and limitations of formal criminal justice
system in controlling crime, development of new scientific strategies for enhanciing
effectiveness of criminal justice programs and policies has been unavoidable.
The main question which should be addressed by the criminal justice managemment
is that what is the role of scientific findings and knowledge management in
shaping and leading of criminal justice interventions?
Reaching to an effective and efficient criminal justice system requires deep and
comprehensive understanding of criminal justice challenges; basic knowledge
about theoretical and philosophical aspects of criminal justice in the cultural and
social content of Iran, enhancing skills of the criminal justice practitioners and
authorities in planning indigenized model of criminal justice interventions; and
