Today, the importance and role of research and development in the economic growth and development
of countries is not hidden from anyone and is an important factor in increasing national power and
economic resilience all over the world. Among these, universities are one the most important centers
for the production of science and technology. Therefore, the issue of financing academic research is a
very important and decisive issue; because university research budgets and its structure can play an
important role in directing research and subsequent growth and development. The choice of the right
structure of research budgets depends on various factors and should be tailored to the needs of society,
conditions and institutional environment unique to each country. The main purpose of this article is to
examine the structure of public and research budget allocation to some selected universities around the
world and in Iran. The findings of this study show that research funding of universities in the country
is provided only by the government and other sources have a small share in this and universities rely
only on government budget. This issue is caused by factors that prevent both academia and industry
from connecting and interacting with each other. Some of these factors include lack of assurance of
full protection of intellectual property rights in industry, bureaucracy and lack of flexibility in the
management of universities, lack of communication and strong communication networks between
investors, industry activists, and academics. The study of the budgets of the studied universities shows
that in addition to government institutions, other institutions also play a role in financing the
universities and also the share of research budgets in Iran is very low compared to other countries.
