چکیده:
رشد امکانات زیست و حمایتهای بهداشتی ازشهروندان، هرسال به سهم سالمندان ازجمعیت شهرها افزوده میشود. متناظربا این افزایش سهم، چالشهای جدیدی پیش روی مدیریت شهری قرارگرفته است. سالمندان بنا به ویژگیهای خاص عملکردی وفیزیکی خود ازیکطرف امکان استفاده از برخی تسهیلات موجود در شهرها را نداشته و از سوی دیگر نیازهایی ویژه دارندکه دربرنامههای متداول توسعه شهری مغفول واقعشدهاند. مدیریت شهری همواره بایستی به نیازهای شهروندان پاسخگو بوده و بهویژه از گروههای درمعرض آسیب حمایتی ویژه به عمل آورد. درواقع درالگوی مطلوب، مدیریت شهری علاوه برعدالت ورزی درتأمین خدمات (که هدف آن عموم شهروندان است) میبایست نوعی از «تبعیض مثبت» را درفضای شهر حاکم نماید. درسطح جهانی، برنامهریزی همکارانه بهعنوان شیوهای نوین از برنامهریزی شهری که هدف خود را بر پاسخ به مسئله «مردمسالاری در برنامهریزی شهری» از طریق فرصت دهی به شهروندان برای تدوین، تصویب و نهایتاً اجرای پیشنهادهای توسعهای قرار داده است، در بسیاری از حوزههای بالادستی برنامهریزی به کار گرفتهشده است. مقاله حاضر با تبیین ظرفیتهای این شیوه از برنامهریزی شهری برای پاسخ به مسئله سالمندی شهروندان، این پیشنهاد را طرح مینماید که با استفاده از برنامهریزی همکارانه در سطح برنامههای محلی توسعه شهری، از تکرار تجربه شکستخورده برنامهریزی سنتی – جامع برای مواجهه با مسئله سالمندی پیشگیری نموده و از این طریق به ارتقا کیفیت زندگی سالمندان بهعنوان یک گروه آسیبپذیر اجتماعی اقدام شود. مقاله برگرفته از رساله دوره دکتری نویسنده اول با عنوان « طراحی الگوی برنامه ریزی شهری همکارانه همساز با ساختار نهادی ایران» با راهنمایی دکتر مهین نسترن و دکتر محمودرضا ثقفی است.
With the growth of living facilities and citizen’s health protection, every year, the share of the elderly from the population of cities is increasing. This increase in share contributes to new challenges facing urban management. The elderly, due to their specific psychological and physical characteristics, are not able to use some of the facilities in the cities, and on the other hand have special needs that have been neglected in the traditional urban development plans. Urban management should always be responsive to the needs of citizens, and especially to vulnerable target groups. In fact, in a desirable platform, urban management in addition to justice in the provision of services (aimed at the general public) should have a kind of "positive discrimination" in the city's atmosphere. On a global level, collaborative planning as a new paradigm of urban planning that aims to address the issue of "democracy in urban planning" by empowering citizens to formulate, approve, and ultimately implement development proposals, in many upstream domains planning has been used. The present paper, by explaining the capacity of this urban planning paradigm responding to the citizenship issue, suggests that using collaborative planning at the level of local urban development plans, can prevent repeating the failure of traditional, comprehensive planning against the aging issue. And thereby improve the quality of life of the elderly as a vulnerable social group.
