چکیده:
هدف: بررسی اوضاع اجتماعی و اقتصادی عراق در دورۀ حکومت هشتماهۀ مصطفیقلیخان فرّاشباشی و علل عزل او از حکومت عراق. روش/ رویکرد پژوهش: توصیفی-تحلیلی و برپایۀ منابع نسخ خطی، اسنادی، مطبوعاتی، و کتابخانهای است. یافتهها و نتیجهگیری: یافتههای پژوهش نشان میدهد که مصطفیقلیخان، فرّاشباشیِ ظلّالسلطان در دورۀ حکومت هشتماهۀ خود در عراق(اراک امروزی) اقدامات بسیاری درزمینۀ اجتماعی و اقتصادی انجام دادهاست؛ ازجمله: ایجاد اطاق تحقیق؛ احیای قناتها؛ تأمین آب از دیگر روستاها برای مردم؛ تعیین نرخ غلات و سایر اجناس با هدف تثبیت قیمتها؛ کاهش قیمتها در هنگام بروز بیماری در برخی بلوکات عراق؛ برگرداندن کشاورزان اراضی خالصه و احیای زمینها؛ حلوفصل اختلافات محلی؛ و دستگیری مجرمان. درزمینۀ عزل ناگهانی مصطفیقلیخان از منصب فرّاشباشی و حکومت عراق و مصادرۀ اموالش بهدستِ ظلّالسلطان به دلایل زیر میتوان اشاره کرد: طمع ظلّالسلطان به ثروت فرّاشباشی؛ محبوبیت فرّاشباشی نزد مردم اصفهان و عراق؛ موفقنبودن فرّاشباشی در پرداخت مالیات تعیینشده؛ و دسیسۀ متنفذان عراق که قدرتشان در دوران حکومت فرّاشباشی محدود شده بود.
Purpose: The mid-western region of Eraagh in Iran now: Ostaan-e Markazi) experienced an extraordinary short period of the governance of Mustafa Gholikhan Farrashbashi, a pioneer reformist. This paper discusses his initiatives and the reasons for his quick dismissal. Method and Research Design: Data was gathered from archival and library resources. Findings and Concluاsion: Farrashbashi actively launched a number of reforms, including setting up a bureau of investigation to facilitate judicial processes, reconstruction of water supply system of the city, supply of irrigation water for rural areas, controlling agricultural products prices, return the ownership of lands to farmers, resolution of local disputes and prosecuting criminals. However, he was unexpectedly dismissed by Prince Zell-e Soltan and his property was confiscated. Apart from the greed of the Prince, dismissal of Farrashbashi is attributed to the increase of his popularity among the people of the region, and his failure to collect taxes to the level that Zell-e Soltan expected, as well as a conspiracy by influential figures in the region.
