چکیده:
در طول تاریخ مسئله حقوق اقوام و تعامل آنها با دولت و جامعه همواره یکی از مسائل حیاتی و چالشبرانگیز بوده است. تاریخ تمدنی ایران بیانگر وجود اقوام مختلف در این سرزمین است و از همین رو مسئله اقوام یکی از مباحث مهم ایران به شمار میرود. در این مقاله تلاش بر این است تا به سیاستهای قاجار، پهلوی و جمهوری اسلامی ایران در قبال حقوق اقوام پرداخته شود و از همین رو سوال اصلی این است که سیاستهای قاجار، پهلوی و جمهوری اسلامی ایران نسبت به حقوق اقوام چه بوده است؟ یافتههای پژوهش نشان میدهد که ماهیت نظامهای سیاسی در ایران بر حقوق اقوام تاثیرگذار بوده است به طوری که برخلاف نظامهای استبدادی و تمرکزگرای قاجار و پهلوی حقوق اقوام در نظام جمهوری اسلامی مورد توجه ویژهای در قانون اساسی و همچنین بیانات امام خمینی (ره) و مقام معظم رهبری (مدظلهالعالی) قرارگرفته است. باید گفت حقوق اقوام از نظر دینی و قانونی در دوران جمهوری اسلامی مورد تاکید قرارگرفته است.
Throughout history, the issue of ethnic rights and their interaction with the government and society
has always been one of the most critical and challenging issues. The civilizational history of Iran
shows the existence of different ethnic groups in this land, and therefore the issue of ethnic groups
is considered one of the most important topics in Iran. In this article, an attempt is made to address
the policies of Qajar, Pahlavi and the Islamic Republic of Iran regarding the rights of the ethnic
groups, and therefore the main question is what were the policies of the Qajar, Pahlavi and the
Islamic Republic of Iran regarding the rights of the ethnic groups? The findings of the research show
that the nature of the political systems in Iran has influenced the rights of ethnic groups, so that
unlike the authoritarian and centralist systems of Qajar and Pahlavi, the rights of ethnic groups in
the Islamic Republic of Iran are given special attention in the constitution and also the statements of
Imam Khomeini (RA). ) and the position of supreme leader (Madazla al-Ali) has been placed. It
should be said that the rights of ethnic groups have been emphasized religiously and legally during
the Islamic Republic.
