در حالی که اقتصاد هند بهشدت به سرمایهگذاری در زیرساختها و تولید نیازمند است، این کشور نه تنها از پیوستن به ابتکار یک کمربند یک راه خودداری میکند، بلکه تأکید دارد که این پروژه منجر به افزایش رقابت و تنش منطقهای میشود و حاکمیت کشورها را نقض و در راستای جاهطلبیهای پکن طراحی شده است. حتی برخی عمق بیاعتمادی را افزایش داده و بر این باورند که استقرار امکانات دریایی در اقیانوس هند و تقویت ارتباط زمینی چین و پاکستان، یخشی از استراتژی محاصره هند توسط پکن است. ازاینرو، مقاله حاضر باهدف ارزیابی پیامدهای اقتصادی، نظامی و ژئوپلیتیکی ابتکار یک کمربند یک راه، درصدد پاسخ به این پرسش است که چرا هند توسعه تدارکات نهادی پکن از جمله ابتکار یک کمربند یک راه تهدیدی اساسی در جهت منافع ملی خود میداند؟ با بهرهگیری از روش توصیفی-تبیینی و با اتکا بر بنیادیترین اصل رئالیسم ساختاری با این منطق که ساختار نظام بینالملل را قابلیتها تعین میکنند نه اهداف، فرضیه مورد آزمون اینگونه طراحیشده است که دستاورد اقتصادی قابلتوجه از این پروژه یک فرض کاملاً منطقی است اما این ابتکار میتواند تضمینی برای نفوذ منطقهای چین و حضور نظامی و امنیتی این کشور در اقیانوس هند باشد و از این طریق توزیع قدرت نسبی را به نفع پکن تغیر دهد. یافتههای پژوهش نشان میدهد مخالفت هند با این ابتکار ریشه در مسائل حاکمیتی و تمامیت ارضی دارد.
While India's economy is in dire need of investment in infrastructure and manufacturing, the country not only refuses to join the One Belt One Road initiative, but also insists that the project will increase regional competition and tension and violate national sovereignty. It is designed in line with Beijing's ambitions. Some have even increased the depth of mistrust and believe that the establishment of naval facilities in the Indian Ocean and the strengthening of China-Pakistan land connection is a cooling off of Beijing's strategy to encircle India. Therefore, with the aim of evaluating the economic, military and geopolitical consequences of the One Belt One Road Initiative, this article tries to answer the question why India considers the development of Beijing's institutional procurement, including the One Belt One Road Initiative, as a fundamental threat to its national interests? Using the descriptive-explanatory method and relying on the most fundamental principle of structural realism with the logic that the structure of the international system is determined by capabilities and not goals, the tested hypothesis is designed in such a way that the significant economic achievement of this project is a completely logical assumption, but this initiative It can be a guarantee for China's regional influence and its military and security presence in the Indian Ocean, thus changing the relative power distribution in Beijing's favor. The research findings show that India's opposition to this initiative is rooted in issues of sovereignty and territorial integrity.
