Koulaee: Given the position of Central Asia and the Caucasus in Iran's macro foreign policy system which from a geographical point of view that could be also called the Caspian Sea basin, the area could become the best criterion to demonstrate the application of our foreign policy in the region in the context of the opportunities, potentials and possibilities that have been offered in the past years.
But, given the above-mentioned points and Central Asia's special importance in connection with Russia, the significance of the region was not properly appreciated despite the attention we emphatically underlined in our approach towards our northern borders in recent years.
In the aftermath of the collapse of the Soviet Union, Russia has termed the region as its "near exterior" and with regard to the Commonwealth of Independent States (CIS) and bilateral agreements it has reached with member countries, it has chosen a policy of maintaining peace in the region as was practiced in Tajikistan and Georgia and what has been recognized as Putin's doctrine which took shape following the recent visit that Vladimir Putin paid to the Republic of Azerbaijan.
Under the weight of this interpretation, as well as Russia's own self-analysis, the region and the world and the position of the Islamic Republic especially in connection with the developments that center on Tajikistan, Iran-Russia relations can have a very serious and clear influence on Central Asia and the Caucasus.
