The urgent need for the expansion of relations with other countries, weakness of the national bourgeoisie in the creation of job opportunities and increase in the number of educated people in the years 1921-194 l forced the government to place the new young forces at state organizations, including the Foreign Ministry.
"(IOJ The old-fashioned administrative structure of the Foreign Ministry as well as the incompetence of the majority of its high-ranking officials account for the irrational decision-making process of the elite, including the person of Reza Shah, in foreign relations.
Following the coup and return to power of Mohammad Reza Shah who enjoyed full• tledged American support, he took the lead of the country's foreign policy through the expulsion or retirement of senior officials of the Foreign Ministry and replacing them with persons who were loyal to him and the court.
The new personnel were different from the previous group of the ministry's elite in terms of social status, educational level, knowledge about international relations, attachment to the court and obedience to the shah and his decrees.
In fact, during the premiership ofHoveyda, although there was a rise in the number of administrative elite, in view of their role in the decision-making process it could be dubbed as one of the most tragic periods for the high-ranking administrative officials in general and Foreign Ministry staff in particular.
