اگرچه در شرایط دوری یهود از قدرت، یعنی زمانی که ربیها در غیاب ارض مقدس و معبد، مجبور به استفاده از اختیارات قانونی نامتناسب بودند و کار هر سه نهاد را به تنهایی انجام میدادند، این الگو تنها، جنبه نظری داشت و عملا اجرا نمیشد و البته (حتی در این شرایط نیز) حقوق نماینده قدرت غیرروحانی در ساختار جامعه و کنیسه محفوظ بود).
آیا این بدان معناست که بین زمان مربوط به کتاب مقدس و زمان مربوط به ربیها نوعی جابهجایی قدرت شکل گرفته بود؟ آیا همانگونه که کوهن میگوید، قدرت صدور حکم و تعلیم از کاهنان به ربیها، یعنی از تاج کهانت به تاج تورات منتقل شده بود؟ بیشک برخی جابهجاییهای این چنینی اتفاق افتاد، اما باید از تحریف یا اغراق در میزان اهمیت آن برحذر بود.
از سوی دیگر، نقش کاهن اعظم نیز باید منحصر به نقش آیینی بوده، مجاز نباشد که عظمت مقام خویش را بهانهای برای پذیرش مرجعیت اخلاقی قرار دهد؛ مرجعیتی که نباید به گروهی موروثی وابسته باشد، بلکه به وجدان و عقل کل جامعه تعلق دارد و ربی به عنوان شخص غیرکاهن آن را نمایندگی میکند."
