شهرها با توجه به تغییرات شدید جمعیتی و کاربری زمین یکی از حساس ترین مناطق جغرافیایی محسوب می شوند که اگر این تغییرات توسط متولیان امر و شهرداری ها بررسی و پیش بینی نگردد باعث بروز لطمات جبران ناپذیر مالی و جانی به شهروندان می شود. عدم برنامه ریزی در زمینه توسعه شهری و تعیین سمت و سوی مناسب رشد شهر امروزه موجبات خسارات و هزینه های جبران ناپذیری گشته است که از آن جمله می توان به گسترش شهرهایی مانند نیشابور بر روی حریم قنوات اشاره کرد. قنات یکی از قدیمی ترین و اقتصادی ترین روش های استخراج آب های زیرزمینی و بخشی از میراث ملی ایرانیان محسوب می شود. اما امروزه با پائین رفتن سطح آبهای زیرزمینی و خشک شدن قنات ها، این کانال های زیرزمینی تبدیل به بحران در مناطق شهری شده است. در ایران سالانه در اثر فروریزش ناشی از کانال های قنات ها ده ها ساختمان دچار خسارت می شود. مقاله حاضر با روش میدانی-تحلیلی و با استفاده از مطالعات اسنادی، بهره گیری از مدل فرآیند تحلیلی سلسله مراتبی AHP و نرم افزارGIS با بکارگیری شاخص های مختلف و ارزش گذاری معیارهای مرتبط با فرونشست زمین به بررسی مناطق در معرض خطر در شهر نیشابور می پردازد و در پایان نیز راهکارها و سیاست هایی به منظور پیشگیری، برنامه ریزی مناسب و چگونگی مدیریت بحران در صورت بروز خطر ارائه می گردد.
Cities are considered to be one of the most sensitive geographical areas due to demographic changes and land use, which, if these changes are not explored and foreseen by the authorities and municipalities, will cause irreparable financial and human damages to the citizens. The lack of planning in the field of urban development and determining the proper direction of growth of the city today has caused irreparable losses and costs, such as the expansion of cities such as Neishabur on the territory of Qanat. Ghannat is one of the oldest and most economical methods for extracting groundwater and is part of Iran's national heritage. But today, with the underground water level and the drying of the aqueducts, these underground channels have become a crisis in urban areas. Dozens of buildings are damaged in Iran annually due to its collapse caused by the canals of the Qanats. The present paper uses a field-analytical method and using documentary studies, using the AHP hierarchical process model and GIS software using various indicators and valuation of land subsidence criteria to study the areas at risk in Neyshabour city. Finally, there are also strategies and policies to prevent, plan and manage crisis management in the event of a risk.
