خلاصة:
با وجود اینکه در نظامهای مردمسالار، مردم رکن اساسی در تعیین کارگزاران و تصمیمسازیها قلمداد میشوند، گونة مشارکت سیاسی آنان در نظمهای سیاسی متفاوت، متناسب با مبانی و ساختار آن نظم سیاسی، رویکردی متفاوت یافته و دچار قبض و بسط میشود؛ درحالیکه در نظریة مستند به اهلسنت در عصر حاضر (خلافت جدید)، مشارکت نخبگانی پذیرفته شده، نهادهای مردمسالار در نظام سیاسی تعبیه شده و تحدید قدرت حاکمان به رسمیت شناخته شده است. در نظم سیاسی سلطنت مشروطه بسیاری از ظرفیتهای موردقبول جوامع مدرن در خصوص مشارکت سیاسی مانند آزادی انتخاب، برابری و پارلمان در راستای نفی استبداد به کار گرفته شده است؛ درحالیکه در نظم مردمسالاری دینی نهتنها بسیاری از ظرفیتهای مشارکت سیاسی پذیرفته و استفاده شده؛ بلکه راهکارهای مشارکتی مورد پذیرش در این نظام، گونهای مستند به شریعت یافته و قالبی بومی به خود گرفته است. این مقاله ضمن تبیین و توصیف مؤلفههای سه گونه نظام سیاسی «خلافت جدید»، «سلطنت مشروطه» و «مردمسالاری دینی»، جایگاه مردم و ظرفیتهای هرکدام از این نظامهای سیاسی در خصوص مشارکت سیاسی مردم را بررسی و مقایسه کرده است؛ و گونه سوم را در تأمین منافع مادی و معنوی مردم ترجیح میدهد.
Although in democracies the people are an essential element in determining the agents and decision-makings, but the type of their political participation in different political orders, in accordance with the principles and structure of that, takes a different form. While, presently, in the theory ascribed to the Sunnis (the Modern caliphate) elite participation is recognized, democratic institutions are embedded in the political system, and the limitation of the rulers' power is recognized as official, in the political order of the constitutional monarchy, many capacities accepted in modern societies regarding political participation, such as: freedom of choice, equality and parliament, have been used to reject tyranny. Meanwhile, in the order of religious democracy, not only many capacities of political participation have been accepted and applied, but also the participatory solutions accepted in this system have been documented by means of Shari'a and have taken on a local form. Explaining and describing the components of three types of political systems: the new caliphate, constitutional monarchy and religious democracy, this article examines and compares the position of the people and the capacities of each of these political systems regarding their political participation.
