خلاصة:
هدف: شناسائی ضرورت تشکیل و عوامل ناکارآمدی کمیسیون تطبیق حوالجات به عنوان یکی از سازوکارهای نظارت بر مالیه کشور. روش/ رویکرد پژوهش: دادهها از اسناد وزارت امور اقتصادی و داراییِ موجود در آرشیو ملی ایران و مشروح مذاکرات مجلس شورای ملی گردآمدهاست. یافتهها و نتیجهگیری: فساد فراگیر در تشکیلات مالیه باعث شد مجلس و دولتمردان، پساز مشروطه به فکر ایجاد سازوکار نظارتی بر نظام مالی کشور بیفتند. کمیسیون تطبیق حوالهجات در اواخر سال 1293ش پساز دو تجربۀ ناموفق دیوان محاسبات و کمیسیون نظارت و تفتیش مالیه، با هدف تطبیق حوالهجات با بودجه و حسابرسی وزارتخانهها و ادارههای دولتی تشکیل شد. ازآنجاکه پیشاز مشروطه نبود نظارت بر درآمدها و هزینهها، حکومت قاجار را با بحران فراگیر مواجه کرده بود و باعث اتلاف بخش زیادی از منابع مالی شده بود، این کمیسیون با استقلال و اختیارات ویژه وظیفه داشت با نظارت و بررسی همهجانبه مانع از پرداخت خارج از بودجه و مصوبات دولت شود. اشغال بخشهای مهمی از کشور توسط نیروهای نظامی روسیه، عثمانی، و بریتانیا در جنگ جهانی اول، جزئینگری و نادیده گرفتن پروندههای کلان، بیتوجهی دستگاههای دولتی، بیتناسبی کارها با توان اعضای کمیسیون باعث شکست کمیسیون در اجرای مأموریت و انحلال آن در 1300ش شد و کمیسیونِ مخارج جای آن را گرفت.
Purpose: To report the performance and the failure of the Commission for the Implementation of Remittances as an early attempt by the Parliament after the 1906 Constitutional Revolution for monitoring public expenditures. Method and Research Design: Data presented is based on Archival records of the Ministry of Economics and Finance held at the National Archives of Iran and the National Assembly Proceedings. Findings and Conclusion: The chronic and pervasive corruption in public finance made the members of the newly established parliament of the post-constitutional revolution in 1915 to create a regulatory body – a parliamentary commission- mandated to monitor the expenditure of the public money. The commission was given special power to prevent unlawful expenditures. However, weakness of the government as the result of the occupation of the major parts of the country by Russians, Ottomans, and the British during WWI, incompliance to the commission's rulings by the government departments, limited capacity of the Commission to address all cases, and focusing on minor instead the major cases, ended in the failure of the Commission to fulfill its mission. The commission was dissolved in 1922, replaced by the Financial Supervision Commission.
