Effective utilization of knowledge resources and the implementation of a knowledge management system requires providing the necessary requirements to formulate an appropriate strategy. The present study aims to assess the level of organizational readiness for implementing a knowledge management system and attempts to formulate a readiness assessment strategy for a research complex. To this end, using the focus group method and through the tools of interviews and questionnaire completion within the framework of the research conceptual model, various knowledge management strategies have been formulated, including: flexible extroverted; inflexible extroverted; flexible introverted; and inflexible introverted.

In this article, based on the framework introduced by the Asian Productivity Organization, the "knowledge management readiness level" and the "knowledge strengths, weaknesses, threats, and opportunities" of the research complex of a defense organization have been identified, and its "knowledge management strategy" has been formulated and introduced.
However, despite benefiting from the necessary substance and capacities, specifically possessing knowledgeable employees and prominent specialists; hardware infrastructures and platforms; the upward and growing trend of technology in manufactured products and services; and the existence of demand markets on a global scale that can provide the ground for an active presence in target markets outside the country's borders, the manner of managing the existing knowledge assets of this complex in an integrated and transparent way has not been formulated, and this matter is one of its fundamental topics and issues.
Based on the model provided by the Asia Productivity Organization, the three main steps for formulating a knowledge management vision and strategy in an organization include evaluating and ranking the seven layers; determining the level of knowledge management readiness; and identifying strengths and opportunities [14].
5. Conclusion and Suggestion In this research, which aimed to formulate a strategy for assessing the readiness for implementing a knowledge management system by utilizing the model introduced by the Asia Productivity Organization, and was conducted based on expertise, judgment, and expert analysis with prominent managers, experts, and consultants, the level of readiness as well as the strengths, opportunities, weaknesses, and knowledge threats of the studied complex were identified.
