Given the importance of the issue of poverty and its presence and expansion in Iranian society, the aim of this research was to design an implementation model for poverty alleviation policy in Iran. Accordingly, the factors affecting the implementation of poverty alleviation policies have been theoretically classified into three domains: policymaking, institutional, and micro-level. To achieve the research objectives, the researcher used the Delphi research method, relying on theoretical foundations and field studies to identify and validate the content of 85 indicators affecting the implementation of poverty alleviation policy. Subsequently, 15 individuals were selected as members of the Delphi panel from among informed legislators in the field of poverty alleviation policy with relevant characteristics. In the Delphi process, the necessary agreement was achieved with a Kendall's tau statistical value of 0.81. The Delphi findings showed that among the initial indicators, 21 components were removed, and 64 components were agreed upon as effective components for implementing poverty alleviation policy. Furthermore, fuzzy analysis of the research findings showed that among the 64 obtained indicators, 29 indicators had a significant effect on the dependent variable; these accepted indicators, in order of their impact coefficient, shaped four macro-environmental factors, horizontal inter-organizational relations, the impact of target population feedback, and finally, the policy formation variable. Finally, the level of ability to implement poverty alleviation policy in the vision document, according to the findings obtained, was 1.59 (very weak). Based on the results, it is suggested that the government should act authoritatively in the realm of policymaking and adopt an interactive, incentive-based, and participation-based approach in the micro-level.
