Citizen satisfaction with the provision of government services and the efficiency of the country's administrative apparatus on one hand, and the realization of the country's macro strategies in the vision document, 5-year development plans, and sectoral policies of political systems on the other, are among the most important goals of the country, which leads researchers to investigate the causes of success. From the perspective of experts, one of the important causes of failure in achieving key performance goals is cited as the lack of competent managers in the country's administrative system. Now, this important question arises: what are essentially the competencies and capabilities of government managers in our country? And what capabilities should our managers possess so that their performance is upgraded to a good and excellent level? This is the question that the present article seeks to answer. From a researcher's perspective, capability refers to those values, knowledge, individual characteristics, and skills of government managers that are observable through professional and organizational behaviors and whose presence in an individual leads to superior job performance. In this research, the intended meaning of government managers is middle managers in the industrial and economic sectors. To design the competency model for Iranian government managers, a combination of three methods was used. First, by utilizing a library-based approach and referring to various documents, resources, books, and records, the initial framework of the work was obtained; then, through conducting deep exploratory interviews, the definition of the government managers' competency model became possible; and finally, by utilizing the Delphi method through questionnaires in two rounds, the views of experts and top-performing managers were collected for the modification and confirmation of the model. All four dimensions—knowledge and awareness, individual characteristics, skills, and values of government managers—met with very high approval from experts. The provided indicators must possess the characteristic of influencing the improvement of performance levels.

Therefore, given the necessity and importance of the subject and the wide application of government managers' competencies in achieving strategies, performance management, changing organizational culture, training and development, recruitment and selection, realizing goals and visions, succession planning, analyzing capabilities and organizational flexibility, role transparency, and the integration and implementation of human resource strategies; the subject of designing a model for the capabilities of government managers in the administrative system of the Islamic Republic of Iran became the subject of the present article.
According to Sinat, competency involves knowledge, skill, ability, and other personality characteristics including values, motives, individual control, and initiative for successful job performance and achieving desired organizational results.
The scientific and research path, which has been mainly pursued in universities and research centers by professors and researchers, where the subject of capability has been addressed theoretically; and the empirical and organizational path, which has been pursued in organizations by experts, companies, and networks of management and human resource consultants, leading to the practical and applied definition of capabilities, their impact on achieving performance results, determining the list of competencies, and designing capability models.
After an extensive study of the literature and designing the model of public managers' competencies, 4 main dimensions were considered: "values", "knowledge and awareness", "individual characteristics" and "skills".
The provided chart indicates that all experts (100 percent) have approved the designed model to a high and very high degree in terms of the extent to which skill development is influenced by changes in the individual characteristics of public managers.
