هابز در این کتاب کوشیده است، دولت سکیولار را تبیین کند و لذا خط حائلی بین دین و دیانت از یک سو و سیاست و دولت از سوی دیگر میکشید.
(از مهمترین ویژگیهای دولت مدرن همین است) به همین دلیل گرچه میگفت باید از هر حکومتی که قدرت را در دست دارد پیروی کرد و به آن گردن نهاد، پادشاه هیچ روی خوش به او نشان نداد؛ چراکه هابز هیچ حق الهی برای پادشاه قائل نبود.
از آنچه هابز میگفت، چنین برمیآمد که آدمیان برای زندگیای آرام و بیجنگ نیاز به قدرتی حاکم دارند، پس قرارداد میکنند تا به حاکمی گردن نهند، اما پادشاهان به قدرت و حکومت صرف راضی نبودند و مطلوبشان «حق الهی» و «تأیید خداوند» بود؛ چیزی که هابز به هیچ روی آن را برنتافت."
