"شیخ راشد الغنوشی آیا در اسلام نظریهای برای حکومت وجود دارد؟اگر پاسخ مثبت است،مبانی این نظریه کدام است؟رابطه آن با دموکراسی چگونه است؟و جایگاه آن نسبت به زندگی مسلمانان در گذشته و حال کجاست؟ تقریبا همه اسلامپژوهان،با وجود اختلاف عقایدشان، بر ماهیت ترکیبی اسلام به عنوان دین و نظامی فراگیر نسبت به حیات و نیز گرد آمدن این دو صفت در شخصیت پیامبر اسلام(ص)اتفاق نظر دارند:صفت نبوت به عنوان مبلغی از سوی خدا-همچون دیگر پیامبران-و صفت رهبر سیاسی جماعتی که به وی ایمان آوردهاند و یا بدون پذیرفتن دین او خواهان پیوستن به پیمان[و زیستن در ذمه]او هستند.
اسلام برای هر فرد به اعتبار اینکه خلیفه(جانشین) خداست،شخصیت فردی مستقلی قائل است،حقوقی را دارد که به او بخشیده شده و کسی را بر آن سلطهای نیست،مانند حق حیات،طلب علم،جابهجایی مکانی، تشکیل خانواده،مشارکت در امور عمومی و شورا و امر به معروف و نهی از منکر،همانگونه که برای جامعه نیز حقوق و وظایفی قرار داده که آن را شایسته عنوان برترین امت میکند:کنتن خیر امه اخرجت للناس.
در نظام سیاسی اسلام، چنانکه هر عقلی نیز میپذیرد،بدون شهروندان،حکومت تحقق خارجی نمیپذیرد و قانون-در اینجا قانون الهی -حاکم نمیشود؛امری که در دوران سیزده ساله تبلیغ دین اسلام توسط پیامبر(ص)در مکه شاهد آن هستیم؛ یعنی عدم آمادگی مردم برای تشکیل حکومت اسلامی."
