چکیده:
ما در عصری زندگی میکنیم که تمرکزگرایی در اداره کشورها به عنوان مسبب بسیاری از مشکلات شناخته میشود. در بسیاری از جوامع تعداد رو به رشدی از شهروندان و سیاستگذاران معتقدند که تمرکززدایی میتواند اجتماعشان را با ثباتتر، دموکراتیک و از نظر اقتصادی پیشرفته سازد. بنابراین، هدف از این پژوهش، بررسی رابطه میان تمرکززدایی اداری و حاکمیت عمومی است و اینکه چگونه متغیّرهای پاسخگویی عمومی و اعتماد عمومی بر این رابطه تاثیر میگذارند. این تحقیق مطالعهای توصیفی از نوع پیمایشی است. حجم نمونه آماری این پژوهش با استفاده از فرمول نمونهگیری خوشهای چند مرحلهای، برابر 5 است که با توجه به فرمول کوچران، 300 تن به عنوان نمونه آماری این تحقیق انتخاب شدند. در این پژوهش برای سنجش پایایی پرسشنامههای تحقیق و اجرای آمار توصیفی از نرمافزار اس.پی.اس.اس و برای آزمون فرضیههای پژوهش از روش الگوسازی معادلات ساختاری با استفاده از نرمافزار آموس و لیزرل استفاده شد. نتایج این پژوهش نشان داد که تمرکززدایی اداری به طور غیرمستقیم و از طریق دو متغیّر مداخلهگر پاسخگویی عمومی و اعتماد عمومی با حاکمیت عمومی رابطه دارد.
We are living in an era that decentralization in administering countries is reckoned as the cause of many problems. In many societies, the increasing number of citizens and politicians believe that decentralization can make their society more stable, democratic and economically advanced. Therefore, the aim of this research is to examine the relationship between administrative decentralization and public governance and that how variables of public accountability and public trust can affect on this relationship. The research is a kind of descriptive study in type of survey. Statistical sample of the research included 300 people who were selected by multi-stages clustering sampling and based on Cochran's formula. SPSS software was used to measure the reliability of the questionnaire and implementing descriptive statistics. Structural equations modeling method and software of Amos and Lisrel were utilized to test the research's hypotheses. Results indicated that there is a relationship between administrative decentralization and public governance indirectly and through two moderator variables of public accountability and public trust.
