چکیده:
هزاره سوم، دوره ای از سکونت بشر بر روی زمین است که برای نخستین بار در تاریخ، اکثریت جمعیت جهان شهرنشین هستند و آنچه قطعی است، شهرها در آینده به دلیل ایجاد تنش های زیست محیطی با چالش های متعددی مواجه خواهند بود. نتایج به دست آمده نشان می دهد که حکمرانی زیست محیطی هر چند برای اجرای سیاست های توسعه شهری پایدار یک شرط ضروری است، اما قادر به مهار خودبینی و خودخواهی انسان، علت حقیقی بروز مشکلات زیست محیطی، نیست. اگر سناریوهای «شهر خبیث» و «پراکندگی شهری»، به ترتیب وضعیت بدترین و بد را برای آینده شهرها ترسیم می کنند، سناریوهای «بدل شهر پایدار» و «شهر پایدار» گذار از وضعیت های بدترین و بد را در جهت رسیدن به وضعیت خوب فراهم می سازد تا رسیدن به وضعیت خوب ترین (شهر طیب). با تاکید بر حکمرانی، قصد و انگیزه از رفتار اخلاقی با طبیعت به اهدافی محدود می شود که نمی تواند در افراد تحرک لازم را برای انجام فعل اخلاقی ایجاد کند. عمل اخلاقی با طبیعت، عملی که معطوف به خیر آدمی شود، به طور همزمان، علاوه بر نظام به هم پیوسته و بسیار یکپارچه از قوانین رسمی و غیررسمی، نظام های قانون گذاری و شبکه بازیگران در تمام سطوح جامعه بشری (از سطح محلی تا جهانی)، همچنین به تغییر در نگرش انسان و آگاهی او از اینکه، «خداوند بر همه چیز محیط است»، وابسته است.
In the third millennium, most of worlds` crowd will dwell in cities, and with an increase in bioecologic challenges, cities will face various challenges in future. Classifying the idea of a sustainable city on the basis of various approaches of bioecology`s ethics, this study distinguishes a pure city in its best state opposite to four scenarios of sprawl city, sustainable city, quasi sustainable city and bad city. Though bioecologic ruling for performing policies of sustainable urban development is necessary, it may not control human selfishness and egoism as essential cause of bioecologic problems. If the scenarios of bad city and urban sprawl lead respectively to worst and bad situation, those of quasi sustainable city and sustainable city will be a ground to turn the situation to a desired one rather than the best one (pure city). When emphasizing ruling, man`s purpose and motivation of moral behavior towards nature limits to some goals that may not motivate man towards moral behavior. Ethical action to nature and that which leads to human good, in addition to a harmonious system of formal and informal laws, legislative systems and a group of players in all levels of human society, would be dependent on a considerable change in human mental beliefs so that man perceives God`s comprehension over all things.
