چکیده:
اکثر کشورهای برآمده از امپراتوری عثمانی، از جمله سوریه، با ضعف در روند دولت ـ ملت سازی مواجه بوده و همین امر باعث شکنندگی آن ها در یک قرن گذشته شده است. در عین حال، موقعیت ژئوپلیتیک، سوریه را همواره مرکز توجه قدرت های بزرگ قرار داده است. متن حاضر با تمرکز بر ضعف دولت ـ ملت سازی در سوریه، نشان می دهد ضعف دولت ـ ملت سازی در سوریه چه تاثیری بر وقوع جنگ داخلی در این کشور داشته است. اگرچه از ابتدای استقلال سوریه، گروه های قومی و مذهبی مختلف در کنار یکدیگر می زیسته اند و احزاب و ایدئولوژی های مختلف فعال بوده اند، به دلایل مختلف نهادها و ساختارهای فرهنگی و سیاسی متزلزل باقی ماندند و همبستگی ملی نیز محقق نشد. نتیجه این شکنندگی ناشی از تعدد و تراکم طولانی مدت بحران را می توان به روشنی در وضعیت پنج سال گذشته دید؛ ضعف روند دولت ـ ملت سازی در سوریه عامل اصلی بروز جنگ داخلی در این کشور بوده است و بسیاری از مشکلات اقتصادی، سیاسی، فرهنگی و اجتماعی از آن نشئت می گیرند. چالش های پیش روی سوریه در روند دولت ـ ملت سازی، این کشور را به پرتگاه جنگ داخلی کشانده است. در ابتدای بحران اخیر (2011)، اصلاحات جدی و عمیق سیاسی و اقتصادی به صورت یک خواست عمومی درآمد، به ویژه آنکه اصلاحات مورد نظر بشار اسد که در سال 2000 به قدرت رسید، ظرف مدت کوتاهی به خاطر کارشکنی های حزب بعث و ارتش ناکام و متوقف شد. با این حال، برخورد قهرآمیز نیروهای نظامی و امنیتی با اعتراضات مردمی، در کنار دخالت تدریجی و فزاینده قدرت های خارجی سبب شد توانایی دولت سوریه در تامین ثبات با تردید مواجه شود و مشکل قدیمی ضعف روند دولت ـ ملت سازی اثر خود را به عنوان یکی از عوامل ریشه ای جنگ داخلی این کشور نشان دهد.
Most countries emerging after the collapse of Ottoman Empire، among them Syria، have faced weakness in the process of nation-state building، a fact that has caused their fragility in the last century. Meanwhile، the geopolitics of this country has brought it into focus for great regional and international powers. In Syria، despite the diversity of ethnic and religious entities and their co-existence and despite the activity of different parties and ideological trends، the political and cultural institutions remain weak and fragile، and national solidarity has not been built. The result of such weakness can be traced and seen in its ongoing civil war in the last five years. The civil war and the conflicts in this country which have coincided with the pursuit of the national interests of regional and international powers and forces demand a common right and will for political and social reforms in this country. Bashar's reform in 2011 failed in a short time due to sabotage of Baath party and collaboration of the army. Meanwhile، the violent repression of protesting people in Syria by the army، and the interventions of the foreign powers in the current evolutions of this country have caused instability and raised the old problem of weakness in nation-state building process، in a way that this problem itself is one of the great factors of continuation of the civil war.
