چکیده:
توسعه روزافزون فناوری اطلاعات و ارتباطات، موجب تحولات چشمگیری در زندگی بشر شده و پیوند فضای فیزیکی و فضای مجازی، "جهان دو فضایی" را خلق کرده است. روابط خارجی کشورها نیز بهتبع آن متاثر شده و "دیپلماسی مجازی" به مفهوم اعمال سیاست خارجی در فضای مجازی، در دستور کار قرارگرفته است. کنشگری فعال بهمنظور تامین منافع ملی در این عرصه جدید، نیازمند شناخت ماهیت، کارکرد، فرصتها، تهدیدها و قواعد حاکم بر فضای مجازی و کسب آمادگی لازم است. این مقاله درصدد تبیین فرصتها و تهدیدهای دیپلماسی مجازی ایران میباشد و از نظر هدف، کاربردی بوده و روش پژوهش آن آمیخته است. یافتههای تحقیق نشان میدهد که عمده فرصتها شامل تسهیل تعامل با طیف وسیع مخاطبین، تسریع در انجام امور دیپلماتیک، تسهیل و تسریع در ارائه خدمات کنسولی و ارتباط با ایرانیان خارج از کشور، افزایش قدرت نرم، کاهش هزینهها، تسهیل رصد و گزارش دهی تحولات بینالمللی، مقابله با ایران هراسی و شیعه هراسی، طرح ایدهها و آرمانها در گسترهای جهانی و نقشآفرینی در شکلدهی به هنجارها و نهادهای ذیربط بینالمللی است. متناظر با فرصتها، عمده چالشها و تهدیدهای دیپلماسی عصر دو فضایی مشتمل بر اقدامات مخرب گروههای افراطی، تروریست و مجرمان بینالمللی؛ کاهش هزینههای رقبا؛ تهدید زیرساختها، تاسیسات و اطلاعات حیاتی کشور؛ هجمه به مشروعیت و کارآمدی نظام؛ تفوق نظام سلطه بر مدیریت زیرساخت، فناوری و محتوای فضای مجازی در سطح بینالمللی است.
The ever-expanding developments of information and communication technologies have led to significant changes in human life, and the interactions between physical and cyber spaces has created a "two-space world". As a result, international relations has also been affected from this trend and "virtual diplomacy" has come to the fore in the sense of practicing foreign policy in cyberspace. Ensuring National Interests requires understanding the nature, function, opportunities, threats, and rules and norms governing cyberspace and at the same time preparing to respond to its challenges.This article seeks to explain the opportunities and threats of Iran's virtual diplomacy. Research findings indicate that major opportunities as facilitating to engage a broad range of audiences, expediting diplomatic affairs, facilitating consular services and contacts with Iranian diaspora, increasing soft power, reducing costs, facilitating monitoring and reporting of international developments, confronting Iranophobia and Shi'a phobia, worldwide disemination of ideas and aspirations, and participation in making relevant international norms and institutions.And the major challenges and threats of it could be listed as destructive Acts of extremist, terrorist and International Criminal Groups, reducing competitors’ costs, threats to critical infrastructures, domination of hegemon powers on infrastructure, technology and content of cyberspace and also questioning the legitimacy and efficiency of political system.
