چکیده:
مدیریت یکپارچه در بازآفرینی شهری پایدار بافتهای فرسوده بر استفاده از ظرفیت نهادهای موجود تأکید میکند و بسترهای نهادی میان کنشگران را بهمنظور ایجاد سازمان تصمیمگیری و تصمیمسازی پایدار مهیا میکند. اصلاح ابعاد رویهای مدیریت شهری بهعنوان بسترهای نهادی و مبتنی بر تعامل میان کنشگران مختلف مبتنی بر نقش، وظایف و عملکرد آنها میتواند زمینة تحقق مدیریت یکپارچه در بازآفرینی شهری پایدار را فراهم کند؛ از اینرو هدف مقالة حاضر ارزیابی تحققپذیری مدیریت یکپارچه در فرایند بازآفرینی شهری پایدار بافتهای فرسوده است. پژوهش حاضر کاربردی و توصیفی-تحلیلی است. همچنین براساس مطالعات و برداشتهای میدانی، اسناد فرادست و مصاحبه با ساکنان، پرسشنامه، بهرهمندی از آزمونهای آماری میانگین، تحلیل واریانس، رگرسیون چندمتغیره و تحلیل مسیر ضمن احصای چالشهای نهادی میان کنشگران اصلی مدیریت شهری کلانشهر اهواز براساس متغیرهای اثرگذار در قالب چهار مؤلفه، دوازده شاخص اصلی و 53 گویه و چگونگی تحقق مدیریت یکپارچة بازآفرینی شهری پایدار سنجش شده است. نتایج پژوهش نشان میدهد رویکرد به مدیریت یکپارچة بازآفرینی شهری پایدار زمانی محقق میشود که روابط متقابل کنشگران این فرایند با یکدیگر بهصورت آگاهانه و براساس تعامل و گفتوگو و اعتماد متقابل باشد و از سوی دیگر نظام رسمی میان کنشگران اجتماعمدار، یکپارچه و متکی بر بسترهای نهادی باشد.
Evaluation of institutional beds Integrated Management in Sustainable Urban Regeneration of Disaster Area)Case study: City of Ahvaz (IntroductionIntegrated management in the context of sustainable urban regeneration in Disaster Area out of the capacity of the existing institutions and institutional beds between players in order to make the decision making and illogical for sustainable. Finally, using a test average variance multivariate regression analysis, and data analyze. According to a survey in this study of Bob urban management function in the context of sustainable urban regeneration process - worn out with a view to integrated management of this result was achieved in the town of integrated management of the Ahvaz city and has not performance attitude and function of traditional half and is the result of the attitudes of the failure of its plan to reproduce and expanding urban problems in the context is worn out. the realization of sustainable urban regeneration of the integrated management of the current situation in the city of Ahvaz, which represents only when the realization of integrated management of the actors this process that mutual relations with other players are conscious, based on the interaction and dialogue, mutual trust between them, with the proviso that their interaction with other actor sand formal recognition system design relations. با اين حال به دليل وجود انواع پيچيدگي ها در شهر اهواز ازجمله پيچيدگي در نقش و عملکرد سازمان هاي مسئول و ذي ربط ، روابط نهادي و ساختارهاي اجتماعي و اقتصادي مؤثر بر تعامل ميان کنشگران اين حوزه ، به همراه چالش هاي مديريتي توسعۀ شهري، همچنان راهکار پذيرفته و تجربۀ موفقي با تأکيد بر بعد رويه اي مديريت شهري در بازآفريني بافت هاي فرسوده مدنظر قرار نگرفته است .
در بستر اين تغييرات اجتماعي، اقتصادي و سياسي، محيط عملکرد نهادهاي حاکميت شهري دچار تغييرات گسترده و سريعي شده و نهادهاي حاکميتي را (هم در سطح ملي و هم محلي) به نهادهايي انعطاف پذير و با قابليت انطباق بالاتر تبديل کرده است (١٠٧ :١٩٩٨ ,Andrew and Goldsmith)؛ به نحوي که امروزه بازنگري نهادي در مواجهه با چالش هاي شهري امري ضروري است و مديريت شهري نمي تواند به صورت بالا به پايين ، تک بعدي ، دستوري و کنترلي عمل کند (٨٤٥ :٢٠٠٠ ,Kearns and Paddison).
پس از مطالعۀ منابع نظري و نظرسنجي از کارشناسان اين حوزه و با توجه به مختصات رويه اي و محتوايي مديريت يکپارچۀ شهري، متغيرها در قالب چهار مؤلفۀ اصلي ظرفيت توسعۀ نهادي (نهادسازي در ميان ساکنان بافت فرسوده ) يکپارچگي و تشريک مساعي نهادي، ترتيبات نهادي در مواجهه با بافت هاي فرسوده و دانش و يادگيري نهادي که در قالب دوازده شاخص اصلي و ٥٣ شاخص فرعي براي سنجش مديريت يکپارچۀ بازآفريني شهري پايدار بافت هاي فرسودة کلان شهر اهواز دسته بندي شده است .
