چکیده:
کنوانسیون میراث جهانی 1972 یکی از مهمترین ابزار بینالمللی حفاظت، شناسایی و مدیریت میراث مشترک بشریت است. این کنوانسیون نتیجۀ سالها تلاش در عرصۀ بینالمللی برای حفاظت از میراث مشترک بشریت است. از همین رو میتوان گفت این کنوانسیون در بستر زمانی تحتتأثیر مؤلفههای مشخصی بوده که در نهایت منتج به شکلگیری آن شده است؛ مؤلفههایی که شناخت آنها به درک حقیقت کنوانسیون و سرانجام، سوگیری صحیح در اتخاذ سیاست مناسب در مورد آن کمک میکند. در مقالۀ حاضر سعی شده است تا با بررسی توصیفیتاریخی وقایع مرتبط با شکلگیری کنوانسیون میراث جهانی در سه مقطع زمانی (ابتدای قرن 20 تا شکلگیری جنگ جهانی اول، جنگ جهانی اول تا جنگ جهانی دوم و بازۀ زمانی بعد از جنگ جهانی دوم تا شکلگیری کنوانسیون میراث جهانی در سال 1972) مؤلفههای مؤثر در شکلگیری آن شناسایی و تبیین شود. یافتهها نشان میدهد که محور همۀ تلاشهای منتج به شکلگیری کنوانسیون، حفاظت از میراث مشترک بشریت بوده است که در قلب این تلاشها، شناسایی این میراث قرار داشته و این شناسایی آثار در بستر زمانی تحتتأثیر سه عامل تهدیدها، تعریف میراث و پیوند میراثفرهنگی و طبیعی قرار داشته است. همچنین بررسیهای تاریخی نشان میدهد حفاظت از این میراث مشترک تابع سه مؤلفه بوده است؛ ساختارهای حفاظتی داخلی کشورها ( اعم از قوانین و نهادها)، ارگانهای بینالمللی مرتبط با حفاظت و حمایتهای بینالمللی از آثار.
AbstractOne of the most important international tools for conserving, recognizing, and managing humanity's shared heritage is the World Heritage Convention of 1972. This convention is the accomplishment of years of international efforts to safeguard humanity's shared heritage. Consequently, several factors in the time context have influenced the establishment of this convention, which has finally led to its formation. These factors aid in understanding the convention's truth and, eventually, the proper bias in making the appropriate policy on it. The present article is a descriptive-historical study of the events surrounding the formation of the World Heritage Convention in three time periods to identify and explain the factors that influenced its formation. These periods include the beginning of the twentieth century until the appearance of World War I, World War I to World War II, and the period following World War II until the formation of the World Heritage Convention in 1972. The findings reveal that conserving humanity's shared heritage has been the basis of all efforts leading to the Convention's formation. Identifying this heritage has been at the center of these efforts. The identification of properties in time has been influenced by three factors: threats, heritage definition, and the link between cultural and natural heritage. According to historical studies, the protection of this shared legacy was based on three components: internal countries' Conservation structures (including laws and organizations), international bodies related to the conservation, and international supporting of monuments.
