چکیده:
هدف: مدلهای استاندارد تحلیل پوششی دادهها، برای ارزیابی کارایی یک سیستم، اطلاعات ورودی و خروجی واحدهای تصمیمگیرنده را در یک دوره زمانی در نظر میگیرند؛ اما در برخی از سیستمهای موردبررسی، چند دوره زمانی مجزا و مستقل از هم موردنظر است و کارایی کل سیستم به کارایی واحدهای تصمیمگیرنده در هر دوره زمانی وابسته خواهد بود. در این حالت ممکن است واحدی در تمام دورهها کارا باشد اما کارای کل نباشد؛ که در این صورت با مفهومی به نام ناکارایی کاذب مواجهه خواهیم شد.روششناسی پژوهش: در این مقاله برای بررسی ناکارایی کاذب در سیستمهای چند دورهای، بهجای استفاده از وزنها که از هر دوره زمانی به دست میآید، با استفاده از مدلهای تحلیل پوششی دادههای نسبی، الگوریتمی سه مرحلهای پیشنهاد میشود. علت استفاده از مدلهای نسبی به دلیل انعطافپذیری آنها و نزدیکتر بودن تقریب آن به واقعیت است.یافتهها: در گام اول الگوریتم، میانگین کاراییهای دورهای و در گام دوم کارایی سیستم بهعنوان جعبه سیاه محاسبه میشود. نسبت حاصل از این دو کمیت، اگر عددی نزدیک به یک باشد، یعنی این دو برآورد به هم نزدیک هستند و ناکارایی کاذب وجود ندارد و اگر نسبت حاصل از یک بزرگتر باشد در این صورت این دو برآورد از هم فاصله دارند و ناکارایی کاذب موجود است.اصالت/ارزش افزوده علمی: مقایسه روش پیشنهادی بر روی دادههای 22 بانک تجاری از تایوان در طی یک دوره زمانی سه ساله با روش پیشنهادی کایو و لیو [8] از لحاظ آماری دلالت بر کاهش پراکندگی اعداد کارایی داشت. همچنین آزمونهای آماری حاکی از قوت روش پیشنهادی نسبت به روش کایو و لیو [8] میباشد.
Purpose: Standard Data Envelopment Analysis (DEA) models measures the efficiency of Decision Making Units (DMUs) in a period of time. In real occasions, multi periods are presented. In presence of a multi-period system, overall efficiency depends on the performance of the DMU in all periods. That is to say, periodic efficiencies must be calculated, also, the overall efficiency is depended to periodic efficiencies. In other words, a DMU cannot be overall efficient, but considered as an efficient unit in each separate period. Hence, the question of pseudo inefficiency is raised?Methodology: This paper investigates Ratio-based Data Envelopment Analysis (DEA-R) models to detect pseudo inefficiency in multi-period systems.Findings: The proposed algorithm consists of three steps. As the first step, the average of period-efficiencies is calculated, then the overall efficiency is evaluated as a block-box. For the last step, a ratio of two quantities is estimated. If this ratio is close to unity, there is no significant difference between these two quantities. Otherwise, the estimate claims pseudo inefficiency.Originality/Value: In the literature, pseudo inefficiency has been detected through applying the periodic weights, but this paper proposes a three-step algorithm to investigate pseudo inefficiency. To elucidate the details of the proposed approach, a comparison is made between Kao and Liu [8] and the proposed algorithm to measure the efficiency of 22 Taiwanese commercial banks for the period 2009-2011. The results demonstrate the practicality and superiority of the proposed method in comparison with the existing multi-period models.
