Concepts are among the main tools for giving meaning to the world and among the most important tools for political analysis and the construction of thought, which, given the changing political realities and the changing application of them, are constantly changing and evolving. This article seeks to examine this transformation from the perspective of the methodological approach of interpretive sciences and the approach of political thought. In the first approach, concepts, due to the characteristics of deconstruction, semiotics, genealogy, paleontology, phenomenology, and linguistics they possess, are constantly evolving, and all of this is due to the continuity of human life and the evolution of basic concepts of life. Based on the second approach, the transformation of political concepts is influenced by the transformation of the history of political thought, and these concepts have emerged in order to solve the fundamental political problems of man in every era and, due to responding to the needs of each era, they evolve.

(5) Of course, regarding the theoretical discussions of the evolution of concepts, especially political concepts, no serious research has been done so far, but perhaps one can draw to some extent from two methodological approaches of interpretive sciences such as hermeneutics, phenomenological hermeneutics, linguistic and discourse methods, semiotics, paleontology, genealogy, deconstruction, and the approach of political thought for this purpose.
From Schleiermacher's point of view, hermeneutics is a philosophical and epistemological theory that generally refers to the method of interpreting texts with the aim of stimulating rethinking and reflection as an effort to change the structure of knowledge and discover hidden corners (1)-Hermes.
He considers the main task of hermeneutics to be the philosophical analysis and transformation of understanding and interpretation in the humanities, and life is a continuous flow that connects the past with the present and pulls a horizon towards our future.
(12) The fundamental difference between the objective-hermeneutic method representing the views of Hirsch and Habermas and Gadamer's history-oriented hermeneutics should be seen in the fact that in the former, the relationship between the interpreter or reader and the text is a kind of identification or knowing, while in the latter, the description of the nature of understanding is intrinsic.
This is because understanding how political concepts evolve is only possible through a realistic look at the issues and problems of society within the context of pre-existing thoughts, and the intellectual and scientific foundations of human life create the main sources of these kinds of transformations.
