Perhaps the most important resolution of the 32nd General Conference of UNESCO (October 2003, Paris) was the decision to propose and approve the World Convention on Cultural Diversity based on the Universal Declaration on Cultural Diversity, which was approved by unanimous consensus of all UNESCO member states in 2001. In this article, we aim to identify the foundations for the formation of a new global cultural authority based on diversity and cultural pluralism, and to show that this cultural authority is now considered the basis for human and sustainable development worldwide. Given that the Islamic Republic of Iran will very likely announce its approval of this convention in 2005, the most important consequences of this decision on cultural policymaking in macro and sectoral areas will be examined.
