By emphasizing the factors that enabled the French Ministry of Culture to reach a stage of maturity and, in particular, accelerate modernization in line with the actions of previous ministers such as "André Malraux", this article studies the cultural policy-making of the period of "Jacques Lang" (1981-1986 and 1988-1993). The field of dramatic literature (theater and cinema) largely reflects the process followed by Jacques Lang, the minister known for supporting diverse forms of dramatic literature. This article seeks to answer the question of whether a balance existed between creation and dissemination, diversity and quality, and supply and demand during this period by studying the views of French critics and analyzing the results and consequences of the cultural policy-making of Lang's ministry. The research hypothesis is based on the superiority of creation over dissemination, diversity over quality, and supply over demand. The aforementioned article aims to evaluate the importance of creating and disseminating artistic works in France during this ministerial period, prove the superiority of one over the other, and ultimately, analyze the positive and negative results of these policies and their limitations in light of the opinions of French thinkers.

This period, with the help of a remarkable quantitative leap in financial budget and decentralization, strengthens the modernist ruptures of previous ministers with new ruptures 2 in the field of the ministry (such as including less important arts) and in the unprecedented and innovative relationship between cultural policies and economic policies (industry, communications).
