چکیده:
The existence of more than 600 million people worldwide who have disabilities due to various physical, mental, and social reasons is an important global issue that requires commitment and joint effort from humanity to provide them with a life of dignity and human dignity based on human rights standards. The United Nations has increasingly initiated actions to support people with disabilities specifically since the 1970s, including a collection of resolutions, reports, standard rules, and action plans. Despite this attention, there is still no legally binding document regarding the support of people with disabilities. To address this deficiency, practical steps have been taken to draft a coherent and comprehensive convention to support people with disabilities following the resolution of the Human Rights Commission in 2002. This article examines the most important actions of the United Nations in the field of the rights of people with disabilities from the perspective of international human rights instruments.

In light of the recommendation of the World Conference against Racism, Racial Discrimination, Xenophobia and All Forms of Intolerance held in September 2001 in Durban, South Africa, and based on resolution of the Commission on Human Rights in April 2002 2 (3), actions to draft a comprehensive and coherent international convention for the improvement and protection of the rights of people with disabilities were initiated within the framework of establishing a committee, especially from the summer of the same year.
It also refers to the Plan of Action of the Fourth World Conference on Women in Beijing (1995), which in paragraph 232 requests governments to take action to encourage and strengthen the implementation of the recommendations made in the standard rules on equal opportunities for people with disabilities, and to pay special attention to ensuring non-discrimination and equal enjoyment of all human rights and fundamental freedoms by women and girls with disabilities.
The World Conference on Human Rights in Vienna in 1993 called on the General Assembly and the Economic and Social Council of the United Nations to approve the draft standard rules and equal opportunities for persons with disabilities at their meetings in 1993.
