چکیده:
The variety of issues posed by the Internet today cannot be easily neglected by jurists and politicians. These are problems that the international community has no other way but to find appropriate solutions to. The first and most important issue faced in relation to the Internet, is the problem of Internet Governance. The Internet is currently managed by the ICANN, an American company and the US is very much inclined to retain the existing situation. This paper is thus an attempt to first provide an analysis of Internet Governance by ICANN and later to reveal whether International Law places any international responsibility on the US Government for activities undertaken by ICANN? In other words, whether the US Government must be accountable for activities undertaken by ICANN in the area of Internet Governance?

In fact, examining the memoranda of understanding and contracts signed between the US government with the non-profit ICANN institution and the private company VeriSign )ngiSireV( indicates that the US government has tremendous power and influence in managing the global internet network through controlling these two institutions.
Article one states that this document is considered a contract between the parties, then the objectives of the parties to sign this memorandum of understanding are explained, and within this framework, reference is made to the announcement of the US President on July 1, 1997, according to which Clinton asks the country's Secretary of Commerce to take action to privatize the management of domain names, and subsequently, in line with the policies developed by the Department of Commerce in 1998, ICANN was selected.
It is mentioned in this memorandum of understanding that the parties are seeking to develop procedures and mechanisms that must be established so that the management of domain names is transferred from the US government to a non-profit organization, and based on this, the US Department of Commerce has committed to transferring its technical and specialized experience in managing domain names to ICANN and providing the necessary recommendations to this institution.
At the World Summit on the Information Society, the current status of Internet governance was not even supported by the traditional allies of the United States, namely the European countries that wanted the internationalization of network management.
