The stability of the international system and its change constitute the core of the theory of international regimes. International regimes are initially created by power holders, but over time they develop their own procedures and emerge as actors alongside governments. Secondly, they act as mechanisms for cooperation between governments, creating trust and security, and contributing to the stability of the international system. Thirdly, regimes change through various factors, the most important of which is power. Thus, the theory of regimes is related to theories of "cooperation", "order and stability" and also to theories of "change".
