Background & Purpose: Air navigation industry as one of the pillars of air transportation is of special importance from the point of view of safety and economy. In the current research, the design of the commercialization model of Iran's air navigation industry services has been discussed. Methodology: In terms of the type of use, the present research is developmental-applicative and in it, purposeful sampling and snowball technique and in-depth interviews with 15 academic and aviation industry experts were used to collect data. To validate the results, the review method was used by the interviewees and a specialized committee of experts consisting of five people, and for the validity and reliability of the interviews, the methods of matching by members, collaborative research, reliability of two coders, and retest reliability were used. Data analysis was done through coding process using the grounded theory method. .Findings: Based on the analysis of the research data in the causal conditions, competitiveness factors, marketing of the country's space, international environment, new paradigms of the navigation industry, regional aviation conditions, understanding the market needs and the geopolitical position of Iran's space and in the central phenomenon, commercial Building the services of Iran's air navigation industry and in interfering conditions, budget and resources, legal support, correct understanding of decision makers, national laws and regulations and security, political and economic issues and in the prevailing context, conflict of interests and partnership goals. those who Appropriate investment, existing infrastructure, organizational platform, financial and human resources and in relation to strategy, incentive-advertisement and promotion policies, organization of commercialization teams, international marketing, understanding customer needs and analysis Competitors, research and development, diversification of services and continuous improvement were identified. Conclusion: The final model of the research provides a comprehensive understanding of the dimensions of commercialization of air navigation services. The commercialization of the air navigation industry is a multifaceted process that is influenced by various factors. success The balance between the influencing factors is important for sustainable growth and ultimately profitability.

Considering the review of the presented perspectives, the one-sided approach of each author is not sufficient due to the importance and complexity of the air navigation subject; to ensure air traffic safety, increase capability in equipment and technology development, access national and international financial resources, and identify and prevent any potential conflict of interest with the government, a comprehensive approach to the commercialization of air navigation service providers is required, and commercialization does not end exclusively with changing their structure and ownership and common management methods in the private sector.
