Background and Aim: Rahoor police treatment of people can be very effective as an effective factor in social coordination and solidarity and, consequently, the development of order and security in the field of traffic behaviors. Wise approach is a respectful approach, two-way interaction, patience, intelligence and commitment that can enhance citizen participation in ensuring social security. The constructive and reciprocal interaction between the police and the people not only facilitates police surveillance; rather, it represents a developed society governed by rules and regulations internalized by the people. This study aims to explain how the Rahvar police deal wisely with people in the Islamic society and with a phenomenological approach.Method: In this research, phenomenological method was used. The statistical population of this study was the citizens of Kermanshah. Thirty people were selected by purposive sampling method and collected using semi-structured interview and observation tools.Findings: The findings show that in the open coding stage, 26 concepts were extracted from the responses of individuals. Due to the need for axial coding, these 26 semantic units were reduced to three central categories called epistemological dimension, emotional dimension and functional dimension. It should be noted that in the next dimension, the matrix of wise behavior of Rahvar police was classified based on two categories of positive and negative.Conclusion: Many of the wise behaviors of Rahvar police are in the positive and negative spheres.

Background and Theoretical Foundations Reviewing existing sources shows that no direct study has been conducted in the field of wise interactions; however, indirect studies have been carried out on topics such as the culture of police behavior with the people and social behaviors, a summary of which are mentioned below: Bazargan (2019) in a study titled "Explaining the Discourse of Governing the Ideological-Political Organization of the Law Enforcement Force of the Islamic Republic of Iran, in the context of transforming the generated discourse into the dominant discourse of the organization," showed that, in the words of the Supreme Leader, it is the responsibility of the organization's elites to, through propaganda and creating the necessary space and its practical crystallization, provide the foundations for the transformative and evolutionary development of the organization through an alliance capable of collective movement towards achieving the demands of the Supreme Commander of the Armed Forces.
