Arran, or historical Albania, was a region in Southwest Asia and the South Caucasus whose boundaries today include the Republic of Azerbaijan (except for the southern coasts of the Aras River), southern Dagestan, and parts of eastern Armenia and Georgia. During the emergence of Islam, Arran was a semi-independent tributary state of the Sassanid Empire, which Muslims conquered partially in 22 AH and entirely in 24 AH. The first stage of the conquests took place under the command of Umar ibn al-Khattab, and the second stage under the command of Uthman ibn Affan. The conquest of all regions and cities was carried out without war, and in exchange for paying taxes and jizya, Muslims took responsibility for protecting the lives, property, and lands of the people. Creating a foundation for the propagation of Islam and bringing the call of monotheism to the people, as well as blocking the Khazar attack routes from the north, were two important factors in the conquest of Arran. After the conquest of Arran, Islam began to expand there, so that by the end of the Umayyad Caliphate, alongside Christianity, it formed one of the two great and important religions of the people of Arran. The reasons for the expansion of Islam in Arran should be sought in the spirit of justice, humanity, and truth-centeredness of the religion of Islam; a religion in which Arabs and non-Arabs, slaves and free men, and the poor and the wealthy enjoyed equal rights.
