چکیده:
This research examines the role and position of non-governmental actors and civil society in the public policy-making process during the period of the seventh and eighth governments. The fundamental question raised here is: what has been the role of these non-governmental actors and civil society in public policy-making during the period in question? The main and fundamental hypothesis of the present research is that although civil society and non-governmental actors played an important role in the process of political development, due to reasons such as internal contradictions, centralized administrative and state rentier structures, failure to meet the expectations of target groups, or the lack of necessary social context, they were unable to demonstrate a strong influence on the public policy-making process during the reform era. The research results showed that non-governmental actors and civil society were unable to play a role in the final stage, which involves the control of power and influencing the policy-making process, although they had occupied important positions in the initial stages or at the level of local managers. The research method in this article is descriptive-analytical, and data collection was conducted using the library method.

com Abstract This research examines the role and position of non-governmental actors and civil society in the public policy-making process during the period of the seventh and eighth governments.
The main and fundamental hypothesis of the present research is that although civil society and non-governmental actors played an important role in the process of political development, they did not demonstrate the possibility of strong influence on the public policy-making process during the reform era due to reasons such as internal contradictions, centralized administrative and state-rent structures, failure to meet the expectations of target groups, or the lack of necessary social infrastructure.
The research results showed that non-governmental actors and civil society were unable to play a role in the final stage, which involves power control and influencing the policy-making process, although they had occupied important positions in the initial stages or at the level of local managers.
With the coming to power of the seventh and eighth governments, with their intellectual outlook and the dominance of the discourse of civil society and populism, suitable opportunities were placed before civil institutions, and a movement that was mainly state-led towards the development of non-governmental organizations and increasing the role of these organizations in social activities and domestic and foreign decision-making processes took shape.
In this period, various organizations and institutions such as Islamic city and village councils, women's movements, student organizations, and parties were active as the most important tools and manifestations of civil society and non-governmental actors in the public policymaking process.
